Building the Commission into a more transparent and accountable public administration, in line with international best practices, is the challenge facing me and my team.

eGovernment: accessible, interactive and customised online public services in Europe by 2015
EU ministers and the European Commission are committed to developing smarter online public services for citizens and businesses by 2015. Joining EU ministers at the Malmö Ministerial eGovernment conference, Vice-President Siim Kallas welcomed this step forward in making eGovernment more accessible, interactive and customised. At this fifth Ministerial eGovernment Conference, ministers outlined a joint vision and policy priorities on how this should be delivered. "eGovernment is a key step towards boosting Europe's competitiveness, benefiting from time and cost savings for citizens and businesses across Europe. The commitment to shift from a "one-size-fits-all" to a customised approach is more likely to meet users' needs and will open the path for more interactive and demand-driven public services in Europe", said Vice-President Siim Kallas. The European Commission is working in close cooperation with Member States to set clear targets for the eGovernment agenda in Europe and will in the second half of 2010 propose in an action plan the concrete measures needed to achieve the objectives set out in the ministerial declaration.

For the second year running the EU annual accounts have received a clean bill of health from the external auditors. As for payments, since 2004 the amounts with a 'red card' from the auditors have been halved thanks to significant improvements in EU financial management. "Our accounts are fully reliable, after a successful reform of our accounting system. I am also delighted that we have an overall positive opinion on payments under the agricultural policy, mainly thanks to recent reforms of the CAP which have greatly simplified things for farmers and administrations. As for errors in payments made to EU regions by member states, we will not tolerate any leniency there: the European Commission will claw back the money each time national administrations do not manage to spend it correctly," said Vice-President Siim Kallas.
