Nomination as Commissioner
 

Once the President of the Commission has been nominated:

  • The Council, acting by a qualified majority and by common accord with the nominee for President, adopts the list of the other persons whom it intends to appoint as Members of the Commission. This list is drawn up in accordance with the proposals made by each Member State. The President and the other Members of the Commission thus nominated are subject to a hearing within the European Parliament committee covering the issues related to their own portfolio. It may happen that two committees are concerned for the same Member.
  • Then the nominated President and the other Members of the Commission, as a body, are subject to a vote of approval by the European Parliament.
  • After approval by the European Parliament, the President and the other Members of the Commission are appointed by the Council, acting by a qualified majority.
The Members of the Commission are nominated for 5 years renewable.

Hearing procedure

What is a hearing

As Each Commissioner designated, Franco Frattini has met the two European Parliament committees who's area of competence corresponded to his portfolio/policy area, namely the LIBE and JURI committees.

In preparation of the hearings, he has been required to respond to a written questionnaire drawn up by the relevant parliamentary committees.

The hearing lasted approximately three hours, began with Franco Frattini's opening statement followed by a question and answer session that lasting the remaining two-and-a-half hours.

At the end of the hearing, the LIBE and JURI committees have communicated their positive assessment to the President of the European Parliament in form of an evaluation letter in view of the vote of approval on the Commission as a whole.
