14.12.2011: Adoption of the 2nd report on the implementation of the European strategy on clean and energy efficient vehicles (SEC(2011)1617). It presented the state of play of the actions announced in the strategy and the calendar of future actions.

2.12.2011: Adoption of the CARS 21 High Level Group Interim Report. It contains policy recommendations to support the competitiveness and sustainability of the automotive industry in the EU. Green vehicles and sustainable mobility are in the front line.

27.04.2011: By virtue of Regulation (EC) No 407/2011, UNECE Regulation No 100 on the safety of electric vehicles has been made mandatory into EU law. In addition, UNECE requirements on crash safety have been revised to cover risks of vehicles with electric powertrain and have also been made mandatory by Regulation (EC) No 407/2011.

Hence, the necessary regulatory framework has been put in place.

November 2011: Setting of two working groups at UNECE level with the EU, Japan and the USA. They focus on future regulatory requirements regarding the safety and environmental aspects of electric vehicles, respectively.

November 2011: Adoption of a draft EU Regulation for emissions from vehicles fuelled by either pure hydrogen or mixtures of hydrogen with natural gas by the Technical Committee for Motor Vehicles which further facilitates type-approval of such technologies for the EU. It is envisaged that the final Regulation will be adopted and published by early summer of 2012.

14.09.2011: Adoption of Directive 2011/72/EU on tractors placed on the market under the flexibility scheme (OJ L 246, 23.9.2011, p. 1–4)

13.01.2011: Adoption of a Proposal for a Directive on the application of emission stages to "Narrow-track" tractors, COM(2011)1

16.11.2011: Adoption of Directive 2011/87/EU on the application of emission stages to "Narrow-track" tractors (OJ L 301, 18.11.2011, p. 1–2).

22.02.2011: Commission Regulation (EU) No 183/2011 amending Annexes IV and VI to Directive 2007/46/ECl establishing a framework for the approval of motor vehicles and their trailers and of systems, components and separate technical units intended for such vehicles (Framework Directive)

27.04.2011: Commission Regulation (EU) No 407/2011 amending Regulation (EC) No 661/2009 as regards the inclusion of certain Regulations of the UNECE on the type-approval of motor vehicles, their trailers and systems, components and separate technical units intended therefore

14.07.2011: Commission Regulation (EU) No 678/2011 replacing Annex II and amending Annexes IV, IX and XI to Directive 2007/46/EC (Framework Directive)

8.06.2011: Commission Regulation (EU) No 566/2011 amending Regulation (EC) No 715/2007 and Commission Regulation (EC) No 692/2008 as regards access to vehicle repair and maintenance information. This Regulation revises a number of requirements for vehicle on-board-diagnostic (OBD), specifies new test procedures for particle mass und number and in-use-performance ratios of OBD and clarifies various issues in relation to vehicle repair and maintenance information.

Draft Regulation implementing type approval requirements for gear shift indicators (GSI), which are mandated by Regulation 661/2009/EC concerning type-approval requirements for the general safety of motor vehicles, their trailers and systems, components and separate technical units intended therefor. The mandatory requirement of GSI in all passenger cars was stipulated in the Commission's Communication on the integrated approach for reducing CO2 emissions from Transport (February 2007).

Draft Regulation finalising formal type approval requirements for Euro 6 vehicles. This Regulation stipulates the final Euro 6 OBD threshold limits (OTLs) as well as particle number (PN) emission limits for positive ignition vehicles. According to the requirements of the Euro 5/6 co-decision Regulation 715/2007/EC, these two elements had to be regulated before Euro 6 type approvals can be issued from a formal point of view.

Development of a test procedure for the energy efficiency of mobile air conditioning (MAC) systems. This procedure is currently subject of a multi-lab pilot test programme. Regulation of the energy efficiency of MAC was stipulated in the Commission's Communication on the integrated approach for reducing CO2 emissions from Transport (February 2007). It should be achieved by a Commission Regulation amending the section on the measurement of CO2 of light duty vehicles in the Euro 5/6 implementing Regulation 692/2008/EC.

12.05.2011: Commission Regulation (EU) No 459/2011 amending the Annex to Regulation (EC) No 631/2009 laying down detailed rules for the implementation of Annex I to Regulation (EC) No 78/2009 on the type-approval of motor vehicles with regard to the protection of pedestrians and other vulnerable road users
