5th European Summit of Regions and Cities in Copenhagen
President Barroso opened the summit with a speech that focused on the key role of European urban areas in contributing to our growth and jobs agenda. He recalled that the Commission's proposal for a modernised cohesion policy sets out an ambitious urban agenda articulated around three main principles, namely sustainability, innovation and partnership.
The President elaborated on these three main principles, giving concrete examples of proposed measures, such as a 5% minimum ring-fencing for the purpose of integrated sustainable urban development and 400 million euros set aside for urban innovative actions.
President Barroso concluded with a strong appeal: "I think it is critically important that the leaders of the cities, the leaders of the local authorities in Europe, take a stronger role in the debate in defence of Europe."
