In his speech President Barroso stressed that Europe is not, and cannot be,
built from the top down. "It must be built from the bottom up, by our
regions, by our cities, by each one of you," he said and encouraged the
audience to seize the opportunities and make their own contribution to Europe:
"Then, and only then, will we succeed in building a strong Europe. An open
Europe, a prosperous Europe, a Europe of opportunity for all."
Message of condolence to the Chinese Prime minister Wen Jiabao

After learning about the terrible plane accident that occurred this Tuesday
near Yichun and caused so many casualties and so much suffering, President
Barroso sent a message of condolences on behalf of the European Commission to
Chinese Prime Minister Wen Jiabao, and expressed his deepest sympathy and
solidarity with the families of all the victims and to the injured his best
wishes for a full and swift recovery.
Letter by President Barroso to President Nicolas Sarkozy on Pakistan

President Barroso sent today a letter regarding the floods in Pakistan to
the President of the French Republic Nicolas Sarkozy. In addition to the funds
already allocated to the country, the President of the European Commission
announced a three-step action plan: better coordination of the available funds,
a significant increase in the funds allocated by the Commission and the
preparation of long-term assistance to rebuilding the damaged areas.

President Barroso expressed his condolences to Giorgio Napolitano, President
of the Republic of Italy on the passing away of Francesco Cossiga, former
President of the Republic of Italy. In his message President Barroso recalled
that during his whole political career Francesco Cossiga has been an eminent
figure in the Italian and European political and social life.
Message of condolences to the President of the Republic of Malta

President Barroso expressed his condolences to Dr. George Abela, President
of the Republic of Malta on the passing away of Prof. Guido de Marco, former
President of the Republic of Malta.
Message of condolences to the President of People's Republic of China

President Barroso expressed his condolences to the Chinese people for the
loss of lives due to the heavy rains and landslides in the county of Zhouqu.
"I am shocked by the scale of the devastation caused by this natural
disaster, but at the same time heartened by the rapid and effective efforts
deployed by the Chinese authorities to provide help to the populations in need
and prevent further casualties. Let me assure you of the solidarity of the
European Commission in these difficult times."
Message of condolences to the President of the Russian Federation

President Barroso sent a message to President Medvedev to "express
sympathy and solidarity with the people affected by the forest and peat bog
fires". He conveyed condolences to the relatives of the people who lost
their lives. President Barroso said that a number of EU Member states are
already providing support and assured the Russian authorities that the
"European Commission stands ready to provide further assistance in these
extraordinary hard times, including in the post-crisis phase".
Message of condolences to the President of the Islamic Republic of Pakistan

President Barroso sent a message of condolences and solidarity to the
Pakistani people for the huge loss of lives due to the monsoon floods in the
country. He stated that the Commission has adopted a €10 million emergency
decision in addition to the €30 million in July to assist the populations
affected by these disastrous floods. "We stand ready to consider further
ways and means of assistance to alleviate the suffering of the populations in
need and help to reconstruct the devastated areas".
Message of solidarity to Poland, Czech Republic and Germany

President Barroso conveyed a message of solidarity to the people and the
authorities of the Republic of Poland, the Czech Republic and Germany in facing
the dramatic consequences of the recent floods in their countries. He assured
them that "the Commission is fully committed to mobilise all the available
instruments at EU level to support the populations affected by this natural
disaster".
