"Although good the progress in various tracks so far has been done including on the finance, we really strongly feel that time is running out. The EU believes strongly that we now need opportunities from ministers to capture the overall package and allow them to engage in cross track negotiations. In doing so, we need to secure a package that would deliver ambition across the board, including on the pre 2020 ambition and discussions. There is good the progress in the ADP at negotiate as level for example. Conclusions are ripe, but we now need ministers to discuss the draft decision and it is key for us to maintain the integrity of the Durban mandate when doing so and I really do believe that one of the issues that we have to reflect now on the ADP, that is how to take ambition forward. Unfortunately, the LCA text did not arrive last night, we had it this morning and therefore, just a couple of specific commons from our side : the need for further mitigation work including on accounting and transparency is not sufficiently reflected in the text as it is now. We are disappointing with the text on new market mechanisms, we also have some concerns: EU is not supportive of yet an other process to discuss unilateral measures, should parties feel the need to discuss this. We have agreed last year on the forum on this and this is where discussion should take place. There are many other issues, in the KP, we think the things are moving in the right direction but it is also clear from the minister we just had the consultation this with the two co-facitlities that there are also still significant issues there. But as we heard from the reporter just recently here in this plenary, some of the discussions there reaches into sort of questions around the whole package into the ADP for instance when it comes to ambition and other issues. The same with finance also that must be part of the whole package. I am very pleased to state that many EU member states have announced significant financial contributions for the coming year and the coming two years over the recent base as late as today new member states have come out , but still also this has to be seen as part of the whole package. Just one final comment on loss and damage, because I must say that the EU is extremely concerned that many years of hard work on the issue of loss and damage may be lost where more ambitious compromise options can't be found and should be found. So Mister President, we don't have a lot of time, you don't have a lot of time, please send the package to a ministerial and we need that ministerial to start right away. "
