Connie Hedegaard on the approval by the Climate Change Committee of an amendment

The Climate Change Committee today unanimously approved an amendment to the registries regulation that puts a definitive end to what has been called “CER recycling”. This means previously used CERs are not only no longer good for compliance in the EU Emissions Trading System, but the new rules also disallow the export of such CERs outside Europe. Member States have also requested the Commission to apply these changes already as of Monday morning, ahead of the re-opening of the surrender function. Connie Hedegaard, Commissioner for Climate Action said: “Now that this loophole of the Kyoto Protocol has been tackled, I am happy that so soon after the problem arose, an effective solution has been found. Of course it was never the intention that the same allowances could be sold twice. Therefore I am very pleased with the prompt reaction.”
