The Commission represents the interests of the EU as a whole. It has the 'right of initiative' to propose news laws. It does this only on issues that cannot be dealt with effectively at national, regional or local level.
These departments cover one or more policy area of the Commission. Each falls under the responsibility of a Commissioner and is headed by a director-general.

Representation offices act as the Commission's voice and monitor public opinion in their host country. They provide information on the EU through events and the distribution of brochures, leaflets and other materials.
