I am delighted to have the opportunity to discuss with you today the key role that strategic investment in research and innovation has on growth and jobs, in particular in the context of the Europe 2020 strategy and the Innovation Union.
I would like to focus on the idea of a Common strategic framework and how it could be designed to support our objectives.
In its Communication on the budget review of last October, the Commission proposed to put all instruments covering research and innovation together in a common strategic framework.
EU expenditure on research and innovation has doubled over the last multiannual financial framework and by 2013 it will amount to around 7% of the Union's budget.
