As part of the Single Market Act, the Commission unveiled today a wide-ranging strategy to modernise intellectual property rights (IPR) in the Single Market. Among the first deliverables of this strategy are today's proposals for an easier licensing system for so-called "orphan works", a new regulation to reinforce customs actions in fighting trade of IPR infringing goods, and a new proposal to reinforce the European Observatory on Counterfeiting and Piracy.

"Only a few days ago, in Finland, and a few months ago, in France, over 20% of those countries’ citizens cast their votes for extremist and populist movements which are seeking to retreat behind their national borders. In other words, they are seeking to bring an end to the European project. And in addition to those voters, many others harbour doubts and worries, or are angry. On top of that, many young people are just indifferent. It is with those fears and concerns in mind that I decided to write this speech".
