Priority should be given to creating jobs and reducing unemployment, especially youth unemployment. The main challenge now is to prevent short unemployment spells becoming long-term, so called "structural unemployment". Governments must have as a top priority job creation.

Supporting the participation of civil society and people experiencing poverty has been a key objective in the EU's action to combat poverty and social exclusion. And I believe that the European Year 2010 made an important step forward.

By all means we have to avoid jobless growth! On the contrary: we have to ensure growth that creates jobs, to get people back to work, and to attain the headline target of 75% employment rate.
