The EU's Council of Employment and Social Policy Ministers will meet on 1 December in Brussels. The Council is due to discuss the 2012 Annual Growth Survey and Joint Employment Report with the view to the European Council on 9 December 2011.

The European Commission has requested Spain to end its refusal to issue European Health Insurance Cards (EHICs) to non-Spanish EU nationals who are neither employed, self-employed nor state pensioners, but who are entitled to healthcare on the basis of their residence in the Spanish Autonomous Communities of Andalusia and Valencia.

In the EU27, there were 41.3 million persons working part-time in 2010, of which three quarters were women. Among those employed part-time, 8.5 million, or 21%, wished to work more hours, were available to do so1 and can therefore be considered to be underemployed. The share of part-time workers who are underemployed was higher for men (27%) than for women (19%).
