What is a Citizens' Summary?

You want to know more about European Commission initiatives, but find information often difficult to read and understand. You need simple and clear words to explain new actions. The layperson's summaries published on this page will help you to understand and make up your mind about what is going on, even if you have no specific background knowledge on the subject matter.

These summaries are written in parallel with the ongoing process of adoption to give you early information about the start of a new EU discussion. Therefore, when reading this first presentation of the Commission proposal please keep in mind that the process is far from finished. Once the Commission has made its proposal, many other actors at EU and national level will be called upon to have their say, before it effects you as a European citizen. Therefore, please take this as a first piece of information and check it out later, when it is upgraded in the light of the final text.
