Phase 2 auctions (2008-2012)

Several Member States conducted auctions in the second trading period. These auctions may continue until the 30 April 2013 deadline by which operators must surrender allowances for their 2012 emissions.

The phase 2 auctions are not covered by the Auctioning Regulation but have provided useful first-hand learning experience that has informed the preparation of the auction rules for phase 3.

Information by Member State:

Member State Average annual quantity to be auctioned Remarks
Germany 40 million (about 9%) Auctions from January 2010 are held weekly, spot auctions on Tuesday and futures auctions on Wednesday, at the European Energy Exchange (EEX), see the EEX-website. The legal basis (Regulation for auctioning as from 2010 and articles 19 to 21 Zuteilungsgesetz 2012) can be found on the BMU-website.

During 2008 and 2009 a banking group, on behalf of the German government, sold allowances at the market price at the relevant exchanges. See the results of the sales.
United Kingdom 17 million (7%) An auction schedule with dates and volumes for future auctions, up to April 2010 is available on the UK Debt Management Office’s website.

As from January 2010, also a non-competitive bidding facility has been put in place. For further information please see the UK Department of Energy and Climate Change web page on Non-competitive Auctions .
The Netherlands 3.2 million (3.7%) The auctions of the first 8 million allowances were carried out by the Dutch State Treasury Agency and Climex respectively. The auctions of the remaining 8 million allowances, spread equally over the remainder of 2011 and 2012, will be carried out EEX.
Austria 400.000 (1.3%) For 2009-2012, two auctions per year are foreseen. Further info can be found at the websites of the Ministry in charge of environment (DE) and the Austrian ETS Registry (DE)
Ireland 557,065 (0.5%) Ireland sold 185,000 allowances in January 2009, and the same number again in February 2010. The remaining 187,065 allowances were sold in March 2011.
Hungary 2.7 million (2%) Frequency and scope are not yet decided.
Czech Republic Around 2 million EEX will auction the remainder of the New Entrants' Reserve, some 2 million allowances, in two tranches. Website of the Ministry of the Environment.
