In line with the rules laid down in the National Allocation Plans some Member States conduct auctions in the current (second) trading period. These auctions are not covered by the Auctioning Regulation. They provide useful first-hand learning experience that informs the preparation of the rules for phase 3 auctions.

Auctions from January 2010 are held weekly, spot auctions on Tuesday and futures auctions on Wednesday, at the European Energy Exchange (EEX), see the EEX-website. The legal basis (Regulation for auctioning as from 2010 During 2008 and 2009 a banking group, on behalf of the German government, sold allowances at the market price at the relevant exchanges. An auction schedule with dates and volumes for future auctions, up to April 2010 is available on the UK Debt Management Office’s website. As from January 2010, also a non-competitive bidding facility has been put in place.
