Road to 2030

EU leaders agree 2030 climate and energy goals

EU Heads of State and Government have agreed the headline targets and the architecture for the EU framework on climate and energy for 2030. The agreed targets include a cut in greenhouse gas emissions by at least 40% by 2030 compared to 1990 levels, an EU-wide binding target for renewable energy of at least 27% and an indicative energy efficiency target of at least 27%. The decision underlines the European Union's position as a world leader in the fight against climate change. The agreed greenhouse gas target will be the EU's contribution to the global climate change agreement due to be concluded in Paris next year. The renewables and energy efficiency targets will increase the security of the EU's energy supplies and help reduce its dependency on imported fossil fuels.

100 European cities sign up to action on climate change

Today marks a major milestone for the European Commission's Mayors Adapt initiative, with 100 European cities now committed to take action to tackle climate change. EU Commissioner for Climate Action Connie Hedegaard welcomed mayors from across Europe at an official signing ceremony pledging their commitment to the initiative. The A-Z of signatory cities runs from Agueda in Portugal to Zwijndrecht in Belgium and also includes Barcelona, Copenhagen, Frankfurt, Glasgow, Lisbon, Munich, Naples and Rotterdam.

Mediterranean Climate Change Expert Group confirms commitment to stepping up common efforts in addressing climate change

The Union for the Mediterranean Climate Change Expert Group (UfMCCEG) met for the first time on 13-14 October in Barcelona in the UfM Secretariat’s premises to kick off cooperation on climate action in the Mediterranean region. Climate experts from the Union for Mediterranean (UfM) member states, the EU and a number of stakeholders agreed on a work plan for 2014 – 2015 as well as on modalities for co-operation.

Commission closes three cases of infringement of the CCS Directive

24/07/2014

The European Commission has closed infringement procedures against Cyprus, Hungary and Ireland. In November 2013, the Commission asked these Member States to comply with the Directive on the geological storage of CO2 (CCS Directive). These three Member States have now notified the European Commission that they have taken measures to incorporate the CCS Directive into national law.

Commission sets out strategy to curb CO2 emissions from trucks, buses and coaches

21/05/2014

Trucks, buses and coaches would use less fuel and emit lower amounts of carbon dioxide (CO2) under a strategy adopted by the European Commission today. Such heavy-duty vehicles (HDVs) are responsible for around a quarter of CO2 emissions from road transport in the EU. Without action, HDV emissions in 2030-2050 are projected to remain close to current, unsustainable levels.

Commission welcomes early achievement of CO2 target for new cars

The European Commission welcomed figures published today showing carbon dioxide (CO2) emissions from new cars sold in 2013 fell 4% to an average of 127 grams per kilometre (g/km). This means the legal target of 130g/km set for 2015 has been met two years early.

Commission approves final international credit entitlement tables

The latest report by the United Nations scientific panel on climate change shows that collective and significant global action is needed to reduce greenhouse gas emissions in order to keep global warming below 2°C. IPCC report on climate impacts: "It's time to get serious"

The United Nations scientific panel on climate change today presented its latest report on the impacts of climate change, society's vulnerability to them, and the capacity and limits to adapt to the changing climate. The Intergovernmental Panel on Climate Change report finds clear evidence that climate change is already having substantial and widespread impacts today but says strong and urgent action to reduce greenhouse gas emissions can reduce the risk of such impacts in the future.

The target of 95g CO2/km in 2021 will further reduce road transport emissions and make a substantial contribution to meeting the EU objective of cutting greenhouse gas emissions beyond 2020, as set out in the Commission's recent proposal for 2030 targets.

The Commission welcomes the Council's endorsement of the draft amendment of the EU ETS Auctioning Regulation on back-loading today. The European Parliament endorsed this amendment already on 6 February. The Commission intends to adopt the amendment tomorrow and publish it in the Official Journal the following day, 26 February. In the following days an announcement will be made on this website which auction dates will be the first ones to be affected by back-loading.

One-fifth of total EU budget to be spent on climate action

IPCC science report: climate change unequivocal, human influence at least 95% certain

Airlines return almost 103 million aviation allowances

Aircraft operators have returned 102 994 338 aviation allowances following the 'stop-the-clock' decision. Furthermore, 11 904 816 aviation allowances for flights covered by the decision were not allocated free of charge to aircraft operators which had not opened an account prior to the decision. As a result, 11 940 329 aviation allowances (15%) are to be auctioned in total for 2012.

Member States approve addition of sectors to the carbon leakage list for 2014

The EU Climate Change Committee today approved the addition of two sectors and four sub-sectors to the current list of sectors deemed exposed to significant risk of carbon leakage for the period 2009-2014. Assuming the European Parliament and Council raise no objections, this addition will imply higher free allocation of emission allowances for these sectors  and sub-sectors for the year 2014.

Commission invests €281.4 million in new environment and climate projects

The European Commission has approved funding for 248 new projects under the LIFE+ programme, the European Union's environment fund. The projects cover actions in the fields of climate change, nature conservation, environmental policy, and information and communication on environmental issues across all Member States. Commission submits proposal for international credit entitlements for 2013 to 2020

The European Commission has prepared a draft regulation on international credit entitlements and today submitted it to the Climate Change Committee for consideration at its June meeting. The draft regulation specifies the maximum limits up to which operators under the EU emissions trading system (EU ETS) may use eligible credits from the Kyoto Protocol’s project based mechanisms (i.e. Clean Development Mechanism and Joint Implementation) for compliance with emission limits from 2013 to 2020. During phase 2 (2008-2012) operators have already used over one billion international credits. Use of these credits is one means to increase the cost-effectiveness of achieving Europe's 2020 reduction goals.

Carbon dioxide emissions from new cars continue to fall in Europe, according to preliminary figures released today. Average CO2 emissions from the new EU car fleet decreased by 2.6% to 132.2 grams/km in 2012. This means that the average car became 17% more efficient in the period 2007-2012.

Free allocation of 2013 aviation allowances scheduled for later this year

The allocation of 2013 aviation allowances will not take place before the end of September in order to allow the taking into account of expected progress at the 38th Assembly of the International Civil Aviation Organisation (ICAO). Aviation allowances are distributed by Member States after the necessary procedures have been completed and the European Commission makes them available in the Union Registry.

Auctions of aviation allowances not to resume before June

The Commission has written to the European Energy Exchange (EEX) requesting that auctions of aviation allowances should recommence only once there is clarity on the volume to be auctioned. Such clarity is expected no earlier than May 2013 as the volume depends, inter alia, on how many airlines operating international flights will make use of the derogation pursuant to the 'stop-the-clock' proposal, which is currently being considered by the co-legislators. Aviation allowances for the year 2012 will in due course be auctioned as aviation allowances valid for the 2013-2020 trading period. This letter, sent on behalf of the 24 Member States participating in the common auction platform, follows discussions with all Member States.

The European Commission today submitted to the Council a recommendation to open negotiations on linking the EU emissions trading system (EU ETS) with Australia's domestic trading system. The Commission will formally open the negotiations once a mandate is received from the Council.

Unlike other Member States, Hungary intends to use this option only in 2013.

Commission submits formal proposal to defer EU ETS international aviation compliance by one year

The European Commission today presented its legislative proposal to defer by one year the requirement for airlines to surrender emission allowances for flights into and out of Europe. This means that the EU would not require allowances to be surrendered in April 2013 for emissions from flights operated during the whole of 2012. Flights between European airports will continue to be fully covered by the legislation.

The European Commission took an important step today towards long-term climate objectives by presenting a proposal to significantly reduce emissions of fluorinated gases (F-gases) in the European Union. Emissions of F-gases, which have a warming effect up to 23,000 times more powerful than carbon dioxide, have risen by 60% since 1990 while all other greenhouse gases have been reduced.

Study confirms big potential of behavioural changes to reduce climate emissions

Changes in consumer behaviour can lead to big reductions in greenhouse gas emissions in the European Union, particularly in the areas of transport, housing and food. This has been confirmed by a study for the European Commission's Directorate-General for Climate Action conducted by the research organisations CE Delft, Fraunhofer Institute for Systems and Innovation Research and LEI Wageningen. Behavioural changes can complement technological changes and can allow emission reduction targets to be reached more cost-effectively overall.

The European Commission has joined the Climate and Clean Air Coalition, a new international initiative to accelerate the reduction of emissions of short-lived climate pollutants such as methane, black carbon (soot) and hydrofluorocarbon gases (HFCs). The announcement was made at a meeting of the Coalition in Stockholm on 24 April and takes the number of Coalition partners to 13.

Under the Directive on the geological storage of CO2 (so-called "CCS Directive"), the Commission may provide a non-binding Opinion on a national draft storage permit - submitted by a Member State - within four months of its receipt. On 28 February 2012 the Commission adopted its first such Opinion on the draft permit for the permanent storage of CO2 offshore on the Dutch continental shelf.

12 million NER 300 allowances sold by the European Investment Bank in December

After the European Commission delivered 300 million allowances to it in December 2011, the European Investment Bank (EIB), which supports the Commission in implementing the NER 300 initiative, started sales of carbon allowances that can be used in phase 3 of the EU Emissions Trading System. During the last month, the EIB has thus sold 12,000,000 EU allowances for a total value of EUR 97,849,000.

CO2 emissions from new cars down by almost 4% in 2010

The European Commission today adopted a decision confirming individual car manufacturers' performance in reducing CO2 emissions in 2010. This decision is based on emissions data gathered by the European Environment Agency and verified by car manufacturers. It confirms the provisional findings from June that the average CO2 emissions from new cars in the EU dropped by almost 4% last year.

Durban conference delivers breakthrough for climate

11/12/2011

The European Union welcomes the agreement reached at the UN climate conference in Durban as a historic breakthrough in the fight against climate change. After two weeks of negotiations, the 195 Parties to the UN climate change convention agreed on a roadmap, proposed by the EU, for drawing up a legal framework by 2015 for climate action by all countries. The Durban conference also agreed that there will be a second commitment period of the Kyoto Protocol, made operational the new Green Climate Fund for developing countries and approved a series of measures which build on the progress made at last year’s Cancun conference.

Commission decision on revised Estonian National Allocation Plan (2008-2012)

Today, the European Commission adopted a decision on the revised National Allocation Plan (NAP) for the period 2008-2012 of the EU Emissions Trading System (EU ETS). NER 300 allowances delivered to the EIB

The European Commission today delivered 300 million phase 3 allowances to the European Investment Bank (EIB). 200 million allowances need to be monetised within 10 months from the date of delivery, i.e. by 2 October 2012, in order to allow the Commission to adopt award decisions for successful bidders in the second half of 2012.

Preparations for transition to the single registry

Following consultations with Member States the Commission has decided to activate the single registry in two steps. In a first step and as of 30 January 2012 the single registry will be partially activated in order to allow airlines to open registry accounts and receive free allowances by end February 2012. The full activation of the single registry, including the transfer of existing accounts from national registries, will not take place before June 2012.

LIFE+: Commission to provide €16 million for climate change projects

The European Commission has approved funding for 183 new projects under the LIFE+ programme, the EU's environment fund. The Commission will contribute more than €16 million to 14 projects directly tackling climate change, with a total budget of €40 million. EU Emissions Trading System

The revised ETS Directive adopted in 2009 provides for the centralisation of the EU ETS operations into a single European Union registry. This new registry will be operated by the Commission and will replace all EU ETS registries currently hosted in the Member States. All transactions taking place in the registry will be subject to the approval of the European Union Transaction Log (EUTL), the successor of the CITL.

Average CO2 emissions from new passenger cars sold in the EU in 2010 dropped by almost 4% last year, the second biggest annual fall ever recorded, a database published today by the European Environment Agency shows. European Commission Vice-President Siim Kallas and Climate Action Commissioner Connie Hedegaard are meeting on 28 June with the shipping industry, Member States and the European Parliament to discuss how to reduce greenhouse gas emissions from shipping in the short, medium and long term. Member States endorse more secure registry rules

Today the Climate Change Committee backed proposals by the European Commission to enhance the integrity and the security of the registries system underpinning the EU Emissions Trading System (EU ETS). If the regulation is endorsed by the Parliament and the Council, registry administrators and law enforcement authorities will be able to detect fraud more easily. Now the Commission will focus on the outstanding area of putting in place a regulatory framework for the spot market in carbon allowances.

EU looks for progress on substance at Bonn climate talks

United Nations negotiations on international action to combat climate change started today in Bonn, Germany and will run until 17 June. The Hungarian Presidency of the Council and the European Commission are representing the European Union at the two-week meeting, which is the second session of official-level talks held to prepare the UN climate conference in Durban, South Africa at the end of this year.

Climate Action Commissioner Connie Hedegaard has made the following statement today: "Carbon emissions are at their highest ever levels in history, according to the latest estimates from the International Energy Agency (IEA). The figures mean that the world is very far from achieving the goal of preventing a temperature rise of more that 2 degrees Celsius. One wonders how many more worrying figures the world needs. The promises of world leaders at Copenhagen and Cancún to stay below 2 degrees of warming need urgently to be followed by more action".

78 proposals for large-scale demonstration projects involving innovative renewable energy and carbon capture and storage (CCS) technologies have passed the Member State stage of the NER 300 programme and have been submitted to the European Investment Bank (EIB) under the EU's "NER 300" programme, the world's largest demonstration programme for such technologies. The deadline for submissions was 9 May 2011.

Commission submits EU ETS registry changes

Today the Commission has submitted proposals to Member States to change the rules governing the registry infrastructure underpinning the EU Greenhouse Gas Emissions Trading System (EU ETS). Some amendments are required to implement the long-planned changes to the EU ETS in the third phase. Another important element, however, is a new set of measures to further enhance the integrity and security of the current system of registries and the future single EU Registry that will become operational next year.

Emissions trading: Commission adopts decision on how free allowances should be allocated from 2013

The European Commission today adopted a Decision on how free emission allowances should be allocated from 2013 to industrial installations covered by the EU Emissions Trading System (EU ETS). Although auctioning will become the main principle for allocating allowances as of 2013, a proportion of free allowances will still be given to industry until 2020, notably to reduce costs for installations in sectors deemed to be exposed to significant competition from outside the EU. The Decision sets out the rules, including the benchmarks of greenhouse gas emissions performance, to be used by the Member States in calculating the number of allowances to be allocated for free annually in these sectors.

A Commission staff working document on "Scaling up international climate finance after 2012" confirms that raising USD 100 billion per year by 2020 will be challenging but it can be done, if the right balance is struck between public funding, funding raised from international carbon markets, as well as private funds, partly leveraged by development banks. Climate funding and development aid need to go hand-in-hand and it requires strong international coordination to ensure an efficient spending.

From the start of the third phase of the EU Emissions Trading System (2013-20) the power sector will in general have to buy all its allowances. However, until 2019 ten Member States may choose to allocate a limited number of allowances for free to power stations instead of selling them. Today's Commission Decision sets out the rules Member States would have to follow if they opt to give away allowances for free, and is accompanied by a Communication with additional guidance on how any applications received will be assessed.

The European Commission today adopted a Roadmap for transforming the European Union into a competitive low carbon economy by 2050. The Roadmap describes the cost-effective pathway to reach the EU's objective of cutting greenhouse gas emissions by 80-95% of 1990 levels by 2050. Based on the cost-effectiveness analysis undertaken, the Roadmap gives direction to sectoral policies, national and regional low-carbon strategies and long-term investments.

Germany, Poland and the UK have informed the Commission that they intend to opt out of the planned common platform for auctioning emission allowances for the third phase of the EU Emissions Trading System starting in 2013. Each will instead appoint its own auction platforms. The deadline for Member States to inform the European Commission of their intentions expired on 19 February 2011.

Following the European Parliament's vote today in favour of draft EU legislation to reduce CO2 emissions from light commercial vehicles (vans), Commissioner Hedegaard made the following statement: "I welcome today's vote by the European Parliament in favour of significantly reducing CO2 emissions from vans. This Regulation will bring important fuel savings for van users. It also gives vehicle manufacturers greater certainty about the emission targets they need to reach. At the same time it will contribute to cleaner air and to achieve our climate targets."

Commission poised to push for success at International Maritime Organization CO2 talks

After meeting with a group of high-level experts, European Commission Vice-President Siim Kallas, responsible for transport, and Commissioner Connie Hedegaard, responsible for climate action, said: "We are convinced that the shipping sector must deliver on the fight against climate change. We discussed how Europe can best progress in order for the maritime sector to contribute to cutting greenhouse gas emissions if there is no international agreement. But there should be no doubt: Europe must make every effort to help the IMO agree this year on global measures to curb greenhouse gas emissions from ships - now and in the long term."

Although Christmas and a cold winter are upon us, there is good reason to reflect for a moment about global warming and the recent climate conference in Cancún. It may seem unreal, as our teeth are chattering in Europe, but 2010 was actually one of the hottest years on record. The weather-related catastrophes, from fires in Moscow to floods in Pakistan and Venezuela are a forewarning of things to come, unless we deal with the challenge of climate change. That's why the package of decisions which came out of the conference in Cancún may well be this year's most important Christmas present.

Today, the EU takes a new step towards limiting the pollution from vans. The European Parliament, the Council and the European Commission reached an informal agreement on the Commission's proposal setting CO2 emission standards for light commercial vehicles (vans). It still requires formal approval. This proposal is a follow-up of the regulation setting CO2 emission standards for passenger cars and is one of the last outstanding measures announced in the EU Strategy to reduce CO2 emissions from light-duty vehicles.

The revised EU ETS Directive significantly increases the share of allowances to be auctioned rather than to be allocated free of charge. For a smooth transition, a certain volume of third trading period allowances may be auctioned prior to the start of the third trading period in 2013. The Commission invites experts and stakeholders to submit their views on what volume they think would be appropriate.

Within the framework of the preparations for the Cancún Climate Conference (29 November-10 December 2010), Commissioner Hedegaard told members of the European Parliament meeting in plenary yesterday that "the legally-binding deal that the EU was ready for last year and that we are still ready for will, unfortunately, not be the outcome of Cancún - not because of us, but because others are not ready for it. It is true that we are heading for a package which is balanced but, I would also say, substantial and ambitious".

CO2 emissions from new cars see biggest fall in 2009

Average CO2 emissions from new cars sold in the EU dropped by 5% last year, the biggest annual fall ever recorded, a report published today by the European Commission shows. The Commission also adopted detailed rules to harmonise the monitoring of CO2 emissions from cars across the EU. Commissioner Hedegaard reported on these developments in this afternoon's meeting of the High-Level Group "CARS 21".

Commission launches major investment programme for innovative low-carbon technologies

The European Commission launched on 9 November 2010 the first call for proposals for the world’s largest programme of investment in low carbon and renewable energy demonstration projects. The initiative, known as "NER 300", will provide substantial financial support for at least eight projects involving carbon capture and storage (CCS) technologies and at least 34 projects involving innovative renewable energy technologies.

Opening negotiations with Switzerland on linking Emissions Trading Systems

The European Commission proposed today opening negotiations on linking the EU emissions trading system (EU ETS) with Switzerland's domestic trading system. The proposal will now be sent to the Council and a negotiating mandate requested. While Norway, Iceland and Liechtenstein are already covered by the EU ETS through their membership of the European Economic Area agreement, this would be the first formal process to link the EU ETS with the emissions trading system of a third country.

The European Union is ahead of schedule in its promise to cut greenhouse gas emissions by 2012. The Commission's annual report shows that the 25 member states with reduction targets under the Kyoto Protocol will meet their commitments. "The European Union not only signed the Kyoto Protocol, we not only pledged under Kyoto. The facts show that the world can count on the European Union; what we pledge we also deliver. In this case we are actually heading to overachieving", said Commissioner Hedegaard.

The Commission adopted on 9 July 2010 a Regulation approving the use of a tool to estimate fuel consumption by small aircraft operators as part of their compliance with the EU Emissions Trading System. The tool was developed by the European Organisation for the Safety of Air Navigation (Eurocontrol) and enables aircraft operators with few flights or emissions to use simplified monitoring procedures.

The European Environment Agency published on 2 June 2010 the latest EU inventory of greenhouse gas emissions showing that emissions fell again significantly in 2008, the first year of the Kyoto Protocol's first commitment period. The European Commission presented on 26 May 2010 an analysis of the costs, benefits and options for moving beyond the EU's greenhouse gas reduction target for 2020 from 20% below 1990 levels to 30% once the conditions are met. At present these conditions have not been met. Emissions trading: EU ETS emissions fall more than 11% in 2009

Emissions trading: Commission accepts Polish national allocation plan for 2008-2012

The European Commission today on 19 April 2010 a decision on the new national allocation plan (NAP) submitted by Poland for distributing carbon dioxide (CO2) emission allowances for the 2008-2012 trading period of the EU Emissions Trading System (EU ETS). It did not raise any objections. The EU ETS ensures that greenhouse gas emissions from the energy and industry sectors it covers are cut in a cost-efficient manner, thus helping the EU and its Member States to meet their emission commitments.

23 September 2011Aviation in the EU ETS: Commission to announce aviation benchmark values on Monday

On 26 September at 12.00 CEST, the Commission will publish a decision setting the aviation benchmark values. Two separate benchmark values, one for the year 2012 and one for the third trading period (2013-2020), will be announced. The benchmark values will be used to allocate emissions allowances free of charge to airlines.
