Communication Channel regarding Section 12.6 "Notification of Changes to Submission" of the Call for Proposals (CfP):
In the context of CfP Section 12.6. "Notification of Changes to Submission", paragraph 138 envisages the EIB's data room as the communication channel for all changes towards the Bank. However, for reasons of practicality and confidential treatment of documentation as submitted by Member States under the NER 300 process by 9 May 2011, the Bank has instead decided to use a functional email account as the communication channel for changes. Therefore Project Sponsors are invited to contact the Bank via ner300@eib.org, in case a notification according to section 12.6. of the CfP should be made. Project Sponsors should submit such notification simultaneously to the Commission's functional email account CLIMA-NER300@ec.europa.eu

Pursuant to Section 12.3.3. of the Call for Proposals, Member States are requested to submit the Application Forms (which Project Sponsors were required to complete) along with the Submission Forms and the Eligibility Criteria Assessment Form (which Member States are required to complete) for those Projects which are assessed as eligible and which the Member State intends to support by 9 May 2011, to a secure data room established by the EIB. Details of how to submit these Forms to the EIB's data room have been provided to the Member States. Pursuant to paragraph 130 of the Call for Proposals, all applications should be submitted as Microsoft Word or Excel compatible documents and should be named according to the convention as set out in paragraph 130. Documents that have to be signed should carry a pen signature and can be submitted as scanned PDF files.

The Commission will organise an information event on the NER300 Call for Proposals for stakeholders on 19 November 2010 in Brussels from 13:30 to 17:00. This information event will also be webstreamed via internet.

The European Commission, Directorate-General for Climate Action, announces the first Call for Proposals for innovative renewable energy and carbon capture and storage projects under the NER300 competition (formally launched the 09 Nov 2011 in the Official Journal). The NER300 competition is established under Article 10a(8) of the EU ETS Directive 2003/87/EC, and is detailed in the Decision C(2010) 7499 PDF file [89 KB].

The closing date for project sponsors to submit application forms to their Member States is 9 February 2011.

The deadline for Member States to complete an eligibility assessment and forward the application with the submission forms to the European Investment Bank is 9 May 2011.

II) General context

Project sponsors (a single project operator or the consortium) should download the application forms for the relevant technology (sub-)category (see below), complete all the sections of the forms electronically, and send it to the designated submission address in the Member State PDF file [32 KB] on whose territory the project is based. Each of the four Carbon Capture and Storage technology categories has its own specific application forms. The eight renewable categories have one or more sets of application forms depending on the specific sub categories (see below). Submission forms, to be completed by Member States prior to submission to the EIB, are common to all technology sub-categories.

All 27 Member States are encouraged to submit proposals so that they can benefit from the funding available and support the development of CCS and innovative renewables projects. The NER300 funding is intended to accelerate the deployment of low carbon energy across Europe and support the EU’s medium and long-term climate goals.
