Studies concerning regulations on CO2 from cars and light commercial vehicles in the period beyond 2020 were presented at a stakeholder meeting on 23 May in Brussels. Some 70 participants representing the automotive industry (original equipment manufacturers and component suppliers), EU Member States and non-governmental organisations took part.

Warsaw climate change conference (COP 19 / CMP 9)

11/11/2013

The United Nations climate conference in Warsaw marked a step forward in the international fight against climate change.

The conference agreed a timeplan for countries to table their contributions to reducing or limiting greenhouse gas emissions under a new global climate agreement to be adopted in 2015. It also agreed ways to accelerate efforts to deepen emission cuts over the rest of this decade, and to set up a mechanism to address losses and damage caused by climate change in vulnerable developing countries.

Connie Hedegaard, European Commissioner for Climate Action, participated in a high-level panel discussion which reviewed the 25 years of experience and considered how this might offer pointers for addressing other global challenges such as climate change.

The Directorate General for Climate Action held a Stakeholder meeting on CO2 emissions from Heavy-Duty Vehicles (HDV) on 22 February in Brussels. The aim was to get input from stakeholders in view of a Commission strategy to reduce emissions from Heavy-Duty Vehicles, due to be adopted in 2013. A large number of HDV manufacturers, component suppliers, transport operators, logistics companies and NGOs, as well as a number of representatives from Member States attended the event.

Stakeholder meeting on a review of the F-Gas Regulation

13/02/2012

Regulation (EC) 842/2006 aims to reduce emissions of fluorinated gases through a number of measures including containment, recovery and the use of bans for some equipment. A full application of the Regulation, together with the MAC Directive (2006/40/EC), would make it possible to avoid almost half of projected emissions by 2050, stabilising F-gas emissions at today's levels. However, in the context of the overall EU objective to cut greenhouse gas emissions by 80–95 % by 2050, further emission reductions for F-gases are needed. Consequently, the Commission intends to present a legislative proposal for revising the Regulation in 2012.

Over one hundred participants from Member States have attended the “Compliance Challenges for 2013 and Beyond - Making it Simpler, more Efficient, more Effective”. The main focus was to raise awareness of the challenges to implement requirements of the proposed EU ETS Monitoring and Reporting, and Accreditation and Verification Regulations. In particular, the event highlighted guidance documents planned to assist simpler, more efficient and more effective implementation.

Historically, the European Union has been at the forefront of action to combat climate change – both politically, in promoting global dialogue, and strategically in introducing reforms to reduce its carbon footprint. The case for deeper dialogue and reflection with Africa - since its population is at most risk from climate change - has been continually emphasized in the international arena. The debate at the 2010 EU-Africa Summit underlined that the dialogue needed to go beyond development to touch upon issues of mutual interest on the international stage, including climate change.

ICAP Training Course on Emissions Trading for Emerging Economies and Developing Countries

From 23 May to 1 June 2011, the International Carbon Action Partnership (ICAP), of which the European Commission is a member, will convene an ICAP Training Course on Emissions Trading for Emerging Economies and Developing Countries in Beijing, China. Addressed to 25 to 30 carefully selected policy makers and other stakeholders from the non-governmental, academic and private sectors, it will convey an in-depth understanding of emissions trading as an instrument to mitigate greenhouse gases, and build capacity on the technical design and implementation of carbon trading systems. The application deadline is 11 March 2011.

UN Climate Change Conference (COP15)

The Copenhagen climate conference ended on 19 December by taking note of the 'Copenhagen Accord', which was supported by a large majority of Parties, including the European Union, but opposed by a small number. The conference also mandated the two ad hoc working groups on long-term cooperative action under the UN Framework Convention on Climate Change (UNFCCC) and on further commitments for developed countries under the Kyoto Protocol to complete their work at the next annual climate conference, to be held in Mexico City in November 2010.

On 29 June 2009 the Commission held a stakeholder meeting on the modalities for the allocation of 300M allowances under the New Entrants' Reserve of the Emissions Trading Directive 2009/29/EC to CCS demonstration projects and to innovative renewables.

11th EU-China Summit

The 11th EU-China Summit was held in Prague. The European Union was represented by President Václav Klaus of the Czech Republic, the President of the European Commission, Mr. Jose Manuel Barroso, and the Secretary-General of the Council of the EU/High Representative for the Common Foreign and Security Policy, Mr. Javier Solana. Premier Wen Jiabao of the State Council of the People's Republic of China attended the meeting on behalf of China.

Ad hoc meeting of the ECCP working group on emissions trading/carbon leakage

The purpose of the meeting was to present the approach taken in the quantitative analysis of the carbon leakage assessment as well as its preliminary results in order to maintain maximum possible transparency in the exercise. At the same time it was stressed that a qualitative assessment would follow for sectors it was deemed necessary for.

Bonn Workshops

The European Commission, the Government of Japan and the Government of Poland will jointly host a Workshop on mitigation potentials, comparability of efforts and sectoral approaches in Bonn, Germany in March 23rd-25th, 2009. The workshop will bring together government officials, experts from business, academic institutions and international organizations in order to foster common understandings on modelling analysis, comparability of efforts and Sectoral Approaches (SA) with a view to facilitating a comprehensive climate change agreement in Copenhagen (COP15). The main topics at this workshop are:

  1. Modelling analysis of mitigation potentials and comparability of efforts
  2. Sectoral Approaches to facilitate action.

At the 9th EU-India Summit, held in Marseille, the Leaders stressed that climate change is one of the great challenges of our time and decided that clean and sustainable development should be a joint priority area of EU-India cooperation. International Technical Meeting on HCFC phase-out

The accelerated phase-out schedule for HCFCs recently agreed on at the 19th Meeting of the Parties of the Montreal Protocol places increased urgency on the need to identify cost-effective and environmentally friendly alternatives. To support developing countries with this challenge the European Commission organised a technical meeting held on 5-6 April 2008 in Montreal, Canada.

The meeting offered an early opportunity for preparing the implementation of Decision XIX/6 of the Parties to the Montreal Protocol by gathering and providing information on cost-effective and environmentally friendly alternatives to HCFCs in the refrigeration/air-conditioning and foam sectors. The meeting also provided information on the technical tools for implementing viable alternatives.

8th EU-India Summit

The EU and India held their 8th Summit meeting on 30 November 2007 in New Delhi. The Summit covered issues such as trade, energy, climate change, WTO, as well as regional issues such as the South Asian Association for Regional Cooperation (SAARC), Africa, the Middle East, and Pakistan. The two sides agreed to draw up a joint Work Programme on the key areas of energy, environment, research and climate change, to promote ongoing and future co-operation in these areas of growing importance to both sides.

10th EU-China Summit

The 10th annual EU-China Summit took place on 28 November in Beijing. Over the last ten years, the EU and China have forged links in many areas such as research, education, energy, environment, transport and tourism. The tenth EU-China summit reflected on the EU's positive relationship with China, but also raised current issues such as climate change, security of energy supply and African development. As well as common interests, the EU and China also have shared responsibilities in these areas.

Public Hearing on reducing CO2 emissions from cars

The European Commission will hold a public hearing on 11 July 2007 on the implementation of its new strategy to reduce carbon dioxide (CO2) emissions from new cars and vans sold in the European Union. The new strategy, proposed in February 2007, aims to reach the EU objective of 120 g/km average carbon dioxide (CO2) emissions from new cars by 2012 by means of an integrated approach. The public hearing seeks to gather views and ideas from all interested stakeholders on the possible options available for designing the various legislative components of the integrated approach.

The Commission Decision of 29 January 2004 establishing guidelines for the monitoring and reporting of greenhouse gas emissions ("The EU Monitoring & Reporting Guidelines") comprises a clause for review for the second trading phase which starts in 2008. In preparation of this review the Commission has launched a stakeholder consultation in March 2005 to collect information on operators' experiences with monitoring and reporting under the EU Emissions Trading System.

Post-2012 climate policy for the EU

Under the Kyoto Protocol, the EU has committed itself to reducing its greenhouse gas emissions by 8%, compared to 1990 levels, between 2008 and 2012. The commitments of industrialised countries under the Protocol average 5.2%. These reductions will be a first – albeit vital – step to address the human-induced part of the climate problem, but alone they will not stop climate change. Further action is necessary to reach the ultimate objective of the 1992 UN Framework Convention on Climate Change (UNFCCC), to which the Protocol belongs, namely "the stabilisation of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system." Recent studies indicate that - in order to limit global average temperature increase further substantial global emission reductions are needed: global emissions will have to peak around 2025 and will have to decrease by 15 % below 1990 levels by 2050.
