01 March 2013 First consultation meeting on options for structural measures to strengthen the EU ETS

The first of two consultation meetings on options for structural measures to strengthen the EU Emissions Trading System (ETS) was held by the European Commission on 1 March 2013.

The consultation meetings are an opportunity for stakeholders to examine in detail the merits and drawbacks of six options for structural measures to tackle the large and growing imbalance in the EU ETS. The six options are set out in the Commission's first report on the state of the European carbon market, published on 14 November 2012.

The first meeting focused on the following three options:

  1. Retiring a number of allowances in phase 3;
  2. Discretionary price management mechanisms; and
  3. Increasing the EU reduction target to 30% in 2020.

The second consultation meeting will take place on 19 April 2013.

An online consultation on the options was also held and ran until the end of February.
