The way in which officials should behave towards the public is laid down in the Staff Regulations. Most of the measures described in the Communication have been implemented.
A Code of Conduct for staff was adopted in 2000. It explains standards of professional ethics with which Commission staff are expected to comply and provides information for the public on the conduct they are entitled to expect from the Commission.
