Les 27 États membres de l'UE sont, par défaut, les pays qui participent au programme "L’Europe pour les citoyens". Cela signifie que des organisations de toute l'Europe ont la possibilité de demander un financement.
De plus, en novembre 2007, la Croatie est officiellement devenue un pays participant. L’ancienne République yougoslave de Macédoine est un pays participant depuis le 19 mars 2009, et l'Albanie depuis le 28 avril 2009. L'Islande, le Lichtenstein, la Norvège ont fait savoir qu'une adhésion au programme les intéressait.
