As of 2020, new rules on the European citizens’ initiative will apply.

Short history of the European citizens’ initiative rules

→ April 2019

Following a political agreement reached in December 2018, the European Parliament and the Council formally adopted the new Regulation on the European citizens’ initiative.

Adoption by the Commission of the second report on the application of the Regulation

Adoption by the Commission of a Proposal for a Regulation of the European Parliament and of the Council on the European citizens’ initiative. This proposal for new and simplified rules was accompanied by a Commission Staff Working Document.

→ December 2009

Entry into force of the Lisbon Treaty which introduced the European citizens’ initiative (article 11(4) of the Treaty on European Union). The Treaty requires that the European Parliament and the Council adopts, on a proposal from the European Commission, a Regulation which defines the rules and procedure governing this new instrument.
