Subject-matter: La protection juridique de la dignité, du droit à la vie et à l'intégrité de tout être humain depuis la conception dans les domaines de compétence de l'UE où cette protection s'avère d'une importance particulière.
Main objectives: La dignité et l’intégrité de l'embryon humain doivent être respectées. Ceci a été établi par l'arrêt Brüstle contre Greenpeace de la CJUE qui définit l'embryon humain comme le commencement du processus de développement d’un être humain. Afin d’être cohérente dans l’exercice de ses compétences, l'UE devrait interdire et mettre fin au financement des activités qui impliquent la destruction d'embryons humains, en particulier dans les domaines de la recherche, de l’aide au développement et de la santé publique.
