Subject-matter: F2020 vill fördjupa EU:s utbyteprogram - såsom Erasmus eller Europeiska volontärtjänsten (EVS) – med syfte att bidra till ett enat Europa baserat på solidaritet mellan medborgarna.
Main objectives: F2020 föreslår tre åtgärder för att öka rörligheten: 1) Kommissionen ska använda existerande EU-medel mer genomgående till att uppmuntra rörlighet. Den ska också främja fler medel för utbytesprogram i framtiden. Slutligen ska 10 procent av EU:s budget användas till dessa program. 2) Ökade insatser ska göras för att deltagarna ska utveckla interkulturella färdigheter, d.v.s. genom att erbjuda språkkurser och kurser om värdlandets traiditioner, historia, samhälle etc. 3) Framstegen inom området med rörlighet ska bättre övervakas exempelvis genom Eurostat- eller Eurobarometer-undersökningar.
