Subject-matter: F2020 si kladie za cieľ posilniť výmenné programy EÚ ako napr. Erasmus alebo Európska dobrovoľnícka služba (EDS) s cieľom prispieť k zjednotenej Európe založenej na solidarite medzi občanmi.
Main objectives: F2020 navrhuje tri opatrenia na podporu mobility: 1) Európska komisia by mala využívať existujúce európske fondy na podporu mobility konzistentnejšie. Taktiež by mala do budúcnosti vyčleniť viac prostriedkov na výmenné programy. Postupne by malo byť na tieto programy použitých až 10 percent rozpočtu EÚ. 2) Malo by byť vynaložené zvýšené úsilie na rozvoj inter-kultúrnych zručností účastníkov, napr. prostredníctvom jazykových kurzov a kurzov o tradíciách, histórii a spoločnosti v hostiteľskej krajine. 3) Pokrok v oblasti mobility by mal byť lepšie monitorovaný, napríklad prostredníctvom prieskumov Eurostat alebo Eurobarometer.
