Subject-matter: A F2020 quer melhorar os programas de intercâmbio da UE – tais como o Erasmus ou o Serviço Voluntário Europeu (SVE) – de forma a contribuir para uma Europa unida, baseada na solidariedade entre os cidadãos.
Main objectives: A F2020 sugere três medidas para aumentar a mobilidade: 1) A Comissão deverá utilizar os fundos europeus existentes de forma mais consistente para encorajar a mobilidade. Além disso, deverá promover mais fundos para programas de mobilidade no futuro. Finalmente, 10% do orçamento da UE deverá ser utilizado nestes programas. 2) Mais esforços deverão ser feitos para que os participantes desenvolvam competências interculturais, por exemplo, oferecendo cursos de línguas e aulas sobre as tradições, a história, a sociedade, etc., do país de acolhimento. 3) Os progressos na área da mobilidade deverão ser mais bem controlados, por exemplo, através dos inquéritos do Eurostat ou do Eurobarómetro.
