Subject-matter: Η F2020 θέλει να ενδυναμώσει τα προγράμματα ανταλλαγής της ΕΕ – όπως το ERASMUS ή την Ευρωπαϊκή Εθελοντική Υπηρεσία (EVS) – με σκοπό να συμβάλει σε μια ενωμένη Ευρώπη, βασισμένη στην αλληλεγγύη ανάμεσα στους πολίτες.
Main objectives: Η F2020 προτείνει τρία μέτρα για την αύξηση της κινητικότητας : 1) Η Επιτροπή θα πρέπει να χρησιμοποιήσει τα υφιστάμενα κονδύλια της ΕΕ με μεγαλύτερη συνέπεια για την ενθάρρυνη της κινητικότητας. Επίσης, θα πρέπει να προωθήσει περισσότερους πόρους για τα προγράμματα ανταλλαγής, στο μέλλον. Τελικά, το 10% του Ευρωπαϊκού προϋπολογισμού θα πρέπει να χρησιμοποιείται σε αυτά τα προγράμματα. 2) Αυξημένες προσπάθειες θα πρέπει να γίνουν ώστε οι συμμετέχοντες να αναπτύσσουν διαπολιτισμικές δεξιότητες, π.χ. προσφέροντας μαθήματα εκμάθησης γλωσσών και μαθήματα για τις παραδόσεις, την ιστορία, την κοινωνία της χώρας υποδοχής. 3) Η πρόοδος στον τομέα της κινητικότητας θα πρέπει να παρακολουθείται καλύτερα, π.χ. μέσα από τη Eurostat ή τις έρευνες του Ευρωβαρόμετρου.
