Subject-matter: F2020 chce pozvednout význam výměnných programů Evropské Unie – jako například Erasmus nebo Evropskou dobrovolnou službu (EVS) – za účelem přispět k jednotné Evropě založené na solidaritě mezi občany.
Main objectives: F2020 navrhuje tři opatření pro navýšení mobility: 1) Komise by měla důsledněji užívat již existující evropské fondy na podporu mobility. Zároveň by měla prosadit více prostředků na výměnné programy v budoucnosti. Konečně, deset procent evropského rozpočtu by mělo být použito na tyto programy. 2) Měla by být vynaložena větší námaha na rozvoj mezi-kulturních dovedností mezi participanty, například poskytováním jazykových kurzů a přednášek o tradicích, historii a společnosti hostitelské země, apod. 3) Pokrok na poli mobility by měl být lépe monitorován, například pomocí průzkumů Eurostatu či Eurobarometru.
