Ex-Ante Publicity for negotiated procedure for middle value contract on products testing for the "Joint online market surveillance project during the Christmas campaign”

Description of the services to be procured:

The subject of this contract is the testing of a number of products for the “Joint online market surveillance project during the Christmas campaign”. This project falls under Objective I of the Annex to the Consumer Programme - Annual Work Programme for 2018. According to the joint market surveillance activity, some EU Member States authorities will carry out parallel product safety checks in the same time period on products sold online.

Scope of the contract:

The awarded contractor(s) shall carry out the testing of a number of products under the following categories:

  • Lot 1: Lighting chains
  • Lot 2: Presence of chemicals in toys

The tasks requested for each of the lots will be as follows:

  • Testing of a number of products provided to the contractor by EU Member States market surveillance authorities and available online. Further information on the type of tests required will be provided in the procurement documents to be sent to the interested candidates;
  • Producing a final report compiling the results of the tests. This report will be used for communication purposes during the Christmas Campaign. Therefore it needs to be presented in a user friendly format that can be easily used for communication purposes.
Award method, price and timeline

The contract will be awarded based on the lowest price award method.

Further information on the procurement procedure will be included in the tender documents which will be sent to economic operators who will express their interest to participate in this procedure.

The estimated duration of this contract is 4 months.

The maximum value of the contracts is 140,000 EUR for both lots.

Each tenderer may submit a tender for one or for both lots.

Economic operators that are interested to participate in this negotiated procedure are invited to contact the Contracting Authority at CHAFEA-CP-CALLS@ec.europa.eu by 5 July 2018 quoting the subject of this negotiated procedure in the subject field of the message and to provide the following information:

Scheduled date for launching the procedure:

Chafea will launch the actual procedure by sending invitation to submit a tender to economic operators who expressed interest following this ex-ante publicity notice. This procedure is to be launched following the deadline for receiving the expressions of interest.
