According to the recent EC Communication on Multilingualism, the media have
a great potential to promote intercultural dialogue by conveying a more complex
representation of our society, allowing for many different voices. The media
can thus also be a great source of informal language learning through
‘edutainment’ and subtitled films. The Commission supports subtitling and the
circulation of European media productions. The communication invites the Member
States to work with stakeholders to promote multilingualism through the media -
notably by supporting film subtitling — and the circulation of cultural works
in Europe.
The key ambition of the current European research into subtitling is to
describe a variety of subtitling practices in Europe rather than to define a
set of practices which must be followed. However the European integration calls
for the adoption of common practices and creation of a pan-European film market
with one large audience.
In order to explore the true potential of subtitling and to define the role
of translation in this process four Central European Field Offices of the
Directorate General for Translation (Bratislava, Budapest, Prague and Warsaw)
in cooperation with the EC Representation in the relevant countries are jointly
organising an international conference on 28 April, at the premises of
the Prague EC Representation.
The conference should stimulate the discussion about larger use of
subtitling as an intelligent alternative to dubbing. Subtitling is also much
cheaper than dubbing, and it takes less time, so it is common in smaller
countries for which the audience is too small to justify dubbing on a large
scale.
The conference takes place on 28 April 2010 from 11:00 at the conference
room of the European Commission Representation in the
Czech Republic, Jungmannova 24, Praha 1. The guests include
representatives of the area of translation, and film and media sector, as well
as dubbing and subtitling specialists: Anna Kareninová, translator,
Aleš Danielis, director of film distribution of Bontonfilm, a.s.,
Anna Celińska, Polish Association of Audiovisual Translators, Oľga
Ruppeldtová, President of the Slovak Association of Artistic Translators,
Miroslav Ulman, member of the Slovak Film institute Council.
Agenda:
- audiovisual translation policy, current practices in the field of dubbing
and subtitling, opportunities related to subtitling in the four Member States
involved
- the potential of subtitling to encourage foreign language learning and to
improve the mastery of foreign languages
- means to promote cultural and linguistic diversity through subtitling
- training of audiovisual translators, methods, best practices: differences
and recommendations
- the role of the translator in the process of creating subtitles
