Contract notice: BUDG/14/PN/03 - Negotiated procedure related to the access provision to the SWIFT network, for the MACHELEN (Belgium) and LUXEMBOURG (Luxembourg) environments

Short description:

DG BUDGET of the European Commission is using the SWIFT network for the payments of the Commission. In 2011, contracts were awarded for the provision of leased line access following the call for tenders BUDG11/PN/05. The current contracts with the selected companies have to be replaced by new contracts.

Therefore, the European Commission is launching a negotiated invitation to tender for the provision of leased line access to the SWIFT network, both in the MACHELEN (Belgium - Lot 1) and LUXEMBOURG (Luxembourg - Lot 2) environments. These accesses should be put in place before 13th October 2014

The duration of the contracts resulting from the present invitation to tender shall be for a maximum period of three years.
The negotiated procedure (low value contract) was chosen because the estimated value of the contracts (for the two lots, and for the total duration of three years) will not exceed 60.000€.

Please note that:

  • Only operators approved by SWIFT as "network partners" will be invited to submit an offer.
  • Any questions on the tender dossier must be sent by email to the address below.
  • Questions, answers to questions, together with any possible corrections to the tender documents, will be sent by email to all the tenderers.
  • The deadline for submission of offers is 16/06/2014 at 16.00. Offers sent by postal or courier services must be posted before this date and time. Offers delivered by hand must be received before this date and time.

Short description of the contract or purchase(s)

The purpose of the tender is to provide the Contracting Authorities with multiple framework contracts for technical assistance services. For each lot, the Awarding Authority may award framework contracts with at least three operators provided that there is a sufficient number of economic operators who satisfy the selection criteria or a sufficient number of admissible tenders which meet the award criteria. For the execution of these contracts a cascade mechanism will apply.

This call for tender comprises two lots:

  • LOT 1: covers advice and assistance in accounting to the Contracting Authorities
  • LOT 2: covers consultancy services in implementing Accounting and Financial I.T. Systems to the Contracting Authorities
