Short description of the contract or purchase(s)

The purpose of the tender is to provide the Contracting Authorities with multiple framework contracts for technical assistance services. For each lot, the Awarding Authority may award framework contracts with at least three operators provided that there is a sufficient number of economic operators who satisfy the selection criteria or a sufficient number of admissible tenders which meet the award criteria. For the execution of these contracts a cascade mechanism will apply.

This call for tender comprises two lots:

• LOT 1: covers advice and assistance in accounting to the Contracting Authorities
• LOT 2: covers consultancy services in implementing Accounting and Financial I.T. Systems to the Contracting Authorities

The aim of this invitation to tender is to provide the IT department with multiple framework contracts ("cascade" system) for technical assistance for financial management systems mainly based on SAP ERP, Business Objects, Oracle Database and Weblogic. The services cover the different types of activities related to an information project, especially architecture (SOA), analysis, development/maintenance, system administration and security. The services can also be used by other Directorate-Generals.
