• Mobilisation of the EU Solidarity Fund for an amount of EUR 11,8 million in commitment and payment appropriations relating to the effects of floods affecting Romania.
• A corresponding reduction in payment appropriations of EUR 11,8 million from the line 13 03 16 (European Regional Development Fund (ERDF)-Convergence).

Covers the following elements :

• The inclusion in the Community budget of the establishment plan of the SESAR Joint Undertaking, in line with the modification of Regulation (EC) 219/2007 .
• Modifications to the establishment plan of the European Centre for Disease Prevention and Control (ECDC), coherent with the 2009 budget.
• Modifications to the establishment plan of the European Railway Agency (ERA).
• Modifications to the budget remarks.

This Amending Budget 2/2009 has no financial consequences.

This Amending Budget No3 to the Budget for 2009 (AB 3/2009) covers the implementation of the new Own Resources Decision No 2007/436/EC, Euratom (hereafter, ORD 2007) , following the entry into force of ORD 2007 on 1 March 2009. PDAB 3/2009 takes into account the retroactive effect of ORD 2007 from 1 January 2007 onwards and therefore includes the adjustments for the financial years 2007, 2008 and 2009 related to the new provisions introduced by ORD 2007.

Amending Budget (AB) No4 for the year 2009 concerns the translation into the Community budget of the political agreement reached on the financing of the European Economic Recovery Plan:

• For energy projects to aid economic recovery, commitment appropriations of EUR 2 billion and payment appropriations of EUR 76.2 million are proposed for budget 2009.
• For broadband internet infrastructure in rural areas and CAP Health Check "new challenges", commitment appropriations of EUR 0.6 billion are proposed for budget 2009.

Budgeting the surplus resulting from the implementation of the budget year 2008.

The Amending Budget No 6 to the Budget for 2009 (PDAB 6/2009) covers the revision of the forecast of Traditional Own Resources (TOR, i.e. customs duties and sugar levies), VAT and GNI bases, the budgeting of the relevant UK corrections as well as their financing and revision of financing of GNI reductions in favour of the Netherlands and Sweden in 2009, resulting in a change in the distribution between Member States of their own resources contributions to the EU budget.

The Amending Budget No 7 for the year 2009 covers the Mobilisation of the EU Solidarity Fund for an amount of EUR 109 377 165 in commitment and payment appropriations relating to the effects of a storm affecting France.

The Amending Budget (PDAB) No 8 for the year 2009 covers the following elements:

• An increase of EUR 49 340 000 in commitment appropriations for budget item "Animal disease eradication and monitoring programmes and monitoring of the physical conditions of animals that could pose a public health risk linked to an external factor – New measures". This increase is intended to strengthen the budget for the eradication of bluetongue disease.
• The creation of budget item "Operation of the high-flux reactor (HFR)" — Supplementary HFR programmes (2009 to 2011), with a "p.m."
• The creation of budget item "European Police Office – transition costs", to be endowed with an amount of EUR 1 250 000 in commitment and payment appropriations. These appropriations will be redeployed from budget article 18 05 09 Prevention of and fight against crime.
• A reinforcement of the Community subsidy to EUROJUST by EUR 3 900 000, of which it is proposed that EUR 1 600 000be covered by assigned revenue stemming from the recovery of the EUROJUST surplus for the financial year 2008. Thus, the request for fresh commitment appropriations in this amending budget amounts to EUR 2 300 000. The corresponding payment appropriations will come from article 18 06 07 Civil Justice programme.
• Modifications to the establishment plan of OLAF, without additional financial provisions.

The Amending Budget No 9 for the year 2009 covers

• the Mobilisation of the EU Solidarity Fund for an amount of EUR 493 771 159 in commitment and payment appropriations relating to the effects of the earthquake in and around L'Aquila in Arpil 2009.
• It is proposed to redeploy the corresponding payment appropriations from the policy areas 05 Agricultural and Rural Development, 07 Environment, 08 Research and 11 Maritime Affairs and Fisheries.

The Amending Budget No 10 for the year 2009 covers:

• a net increase in the forecast of revenue (EUR 478,7 million) after the revision of the forecasts of own resources and other revenue;
• a decrease of payment appropriations in budget lines for headings 1a, 2, and 4 (EUR 2 768,7 million), after taking into account the redeployments proposed in the so-called "global transfer" (DEC 27/2009);
• a decrease in commitment appropriations under headings 2 and 5 (EUR 359 million), leading to a corresponding increase in the respective margin, which will then be available towards the financing of the second part of the European Economic Recovery Plan (EERP). Since this concerns some budget lines which are non-differentiated, the reduction in commitment appropriations also leads to a further reduction in payments (EUR 55 million).

The Commission publishes a budgetary implementation report every month, which is transmitted to the budgetary authority (Council of the European Union and European Parliament) and to the Court of Auditors. This report describes the evolution of budgetary credits. It includes information amassed at the level of Financial Perspectives, summarizing the data concerning commitment appropriations and payment appropriations.

Budgetary implementation also forms part of the annual financial statement that the Commission must present for control to the Parliament and the Court of Auditors.

On the basis of the application for support from the Fund submitted by Spain in which the motor vehicle sector was affected, the Commission proposes to deploy the European Union Globalisation Adjustment Fund for a total amount of EUR 3 384 300.

The Commission proposes to deploy the European Globalisation Fund (EGF) for a total amount of EUR 4 139 550, to be allocated as support to redundant workers of the textile manufacturing sector in Spain and Portugal

The Commission proposes to deploy the European Globalisation Fund (EGF) for a total amount of :

• EUR EUR 9 198 874, to be allocated as support to redundant workers of the textile manufacturing sector in Belgium (Oost en West Vlaanderen & Limburg)
• EUR 14 831 050 to be allocated as support to redundant workers, relating to the redundancies in one enterprise Dell in Ireland

The Commission proposes to deploy the European Globalisation Fund (EGF) for a total amount of :

• EUR 9 839 674, to be allocated as support to redundant workers of the automotive sector in Sweden (Volvo)
• EUR 5 705 635, to be allocated as support to redundant workers of the automotive sector in nine enterprises in Austria
• EUR 386 114 to be allocated as support to redundant workers, relating to the redundancies in one enterprise Heijmans N.V (Netherlands).

Director Generals and Heads of service present an annual activity report to their Commissioners for consideration each year.

A summary report is presented to the Commission each June and lists suggested management improvements.
