On 7 and 8 December 1995, Monika Wulf-Mathies, Member of the EC in charge of Regional Policies, Relations with the Committee of the Regions and the Cohesion Fund, was in Northern Ireland. She attended a conference devoted to the Special Support Programme for Peace and Reconciliation in Northern Ireland and the Border Counties of Ireland (1995-1999), in presence of Ruairi Quinn, Irish Minister for Finance and John Wheeler. On 28 July 1995, the European Commission gave the green light for this support programme. The central feature of the programme was the fact that more than half the EU aid would be distributed through intermediary bodies and local partnerships which were in close touch with needs and opportunities at ground level. The largest allocation of the EU funding (30%) would go to promote and assist social inclusion, thereby increasing the chances of disadvantaged people of sharing in the benefits of the economic growth. The total expenditure under the programme in the first three years (1995-97) would amount to 416 MECU (351 million pounds sterling, 340 million Irish Punts) of which 300 MECU provided by the EU Structural Funds. Up to 80% of the EU funding would be for activities in Northern Ireland; not less than20% for activities in the border counties of Ireland; and a minimum of 15% for activities carried out in a cross-border context.
