Conseil "Justice et Affaires intérieures": tour de table de la réunion avec les ministres des pays candidats
The morning and lunch of 16 March were devoted to a meeting with the Ministers of Justice of the candidate countries. The main aim of the exercise was to further strengthen practical co-operation in the area of justice and home affairs between Member States and candidate countries prior to accession. The meeting also gave Ministers the opportunity to comment briefly on progress made by the candidate countries in adapting the Acquis in this area and on the importance of de facto implementation as well as transposition of legislation. There were two items on the agenda: firstly the fight against organised crime and secondly the right to asylum and protection. Discussions under the first point were structured as follows: the Presidency gave a brief presentation on the present co-operation between the EU and candidate countries with a view to fighting organised crime. Trafficking in drugs and trafficking in human beings were given special attention.The Presidency asked Ministers to focus on two specific questions :- Are there any concrete proposals on how already existing co-operation can be strengthened in the fight against organised crime ?- How can the Candidate Countries' work be facilitated in relation to the full implementation of existing and soon to be adopted acquis in the fields of trafficking in human beings and drugs? In this context the question of speeding up work on opening up existing networks for judicial and police co-operation (Europol, Eurojust, the European Police Commissioners Task Force, the European Judicial Network and the Police College), to the candidate countries may be raised. Under the second point, the Presidency initiated a discussion on ways of strengthening the right to asylum and protection. Some concrete examples were given of co-operation between the Nordic and the Baltic states in this field.The Presidency invited the Commission to describe possible forms of Community financing for such co-operation. Latvia commented on the co-operation with Nordic States, and Germany commented on the experiences from the recently concluded PHARE Horizontal Programme on Asylum.
