Conseil européen extraordinaire de Turin: arrivées et tour de table
On 29 March 1996, Heads of State or Government of the EU Member States met in Turin. The meeting was chaired by Lamberto Dini, Italian Prime Minister and President in office of the Council. The European Commission was represented by Jacques Santer, President of the EC; and Marcelino Oreja, Member of the EC in charge of Relations with the European Parliament, Relations with the Members States (Transparency, Communication and Information), Culture and Audiovisual Policy, the Office for Official Publications, Institutional Matters and Preparations for the 1996 Intergovernmental Conference. The European Council had defined in Madrid the agenda of the Union for the end of the century. The convening of the Intergovernmental Conference, began its examination of the revisionof the Treaties with the purpose of creating an ever closer union among the peoples of Europe, constituted the first step in this direction. The European Council asked the IGC to base its work on the fact that the citizens are at the core of the European construction: the Union had the imperativeduty to respond concretely to their needs and concerns. In order to improve the European Union's institutions, and also in view of preparing the future enlargement, the Heads of State or Government stressed the need to look for the best means to ensure that they function with greater efficiency, coherence and legitimacy. The international situation increased the responsibilities of the Union and the need to strengthen its identity on the international scene with the aim of promoting peace and stability. In view of the experience of the Reflection Group and in accordance with the conclusions of the Madrid European Council on 15 and 16 December 1995, the European Parliament would be closely associated with the work of the Conference to enable it to have regular and detailed information on the progress of discussions and to make known its point of view on any matter discussed whenever it feeled this to be necessary. The European Council discussed the problems of growth and employment. Jacques Santer, President of the EP, submitted to the European Council his initiative for a European confidence pact for employment, intended to introduce a consistent strategy common to the European institutions, governments and both sides of industry. This video shows views of the arrivals of Heads of State or Government with EU Ministers for Foreign Affairs, welcomed by Lamberto Dini and Susanna Agnelli; and views of the round table.
