Brussels European Council, 19-20/03/1984
The first European Council of the year took place in Brussels under the French Presidency led by François Mitterrand, President of the French Republic. In spite of intensive preparations for the Council, it was not possible to reach an agreement on the issue of the "correction of the British contribution to the EC budget". However, progress was made on other points, subject to an overall agreement: - the confirmation of the agreement on the entire compromise package concerning CAP reform - the launch of a number of new policies and Mediterranean Integrated Programmes - the decision to initiate negotiations to enlarge the EC - mastering budgetary and financial discipline in EC countries - the maximum rate of mobilisation of VAT is set at 1.4%.
