European Council with the participation of José Manuel Barroso (2nd day)
José Manuel Barroso, President of the EC, and the Heads of State or Government of the EU met in Brussels for the European Council hosted by Herman van Rompuy, President of the European Council.During the final press conference concluding the Council José Manuel Barroso welcomed the signature of the "Treaty on Stability, Coordination and Governance in the Economic and Monetary Union" and stressed that he believed that since this culture of financial stability had been consolidated, there were better conditions to address other very important matters of the EU.The fact that the contracting Member States agreed to respect the EC's central role in delivering the agreement's objectives guaranted coherence with the Lisbon Treaty and the Community method. The EC warmly welcomed the fact that the agreement remained open to all, as well as the Treaty commitment to incorporate its substance into EU primary law within five years at the latest.The President continued saying that the euro was not just a currency of some countries but the currency of EU. Through their formal commitment at the Treaty level to increase the discipline and convergence, the Member States were showing that from monetary union they were now progressing towards a true economic Union.José Manuel Barroso concluded by expressing his belief that together with other treaty or legal instruments from the "Six-Pack to the European Stability Mechanism (ESM), from the Europe 2020 Strategy for growth and jobs to the structural funds, they would succeed in combining stability and growth. And in doing so they would build a stronger Union and better respond to the aspirations of European citizens.
