Statement of António Guterres, Prime Minister of Portugal and President of the Council, and of the Commission on the results of the European Council of Santa Maria da Feira, including relations EU-India
The EP received an update on the outcomes of the Feira summit held on 19-20 June from António Guterres, Prime Minister of Portugal. The main highlights include the green light that has been given to Greek membership of the Euro-zone on 1 January 2001. There was some progress towards agreement on the proposals on harmonising taxation of savings revenue but problems over banking secrecy laws remain. It was also decided to enlarge the scope of the IGC to include reform of the EU's institutions. There was support too for the strengthening of the EU's military and civilian crisis management capacity and for EU-NATO relations to be clarified. Other items included the enlargement process; the Balkans, with a welcome for the French Presidency’s proposal of a summit on the region later in the year; support for a "strong and healthy partnership" with Russia; and the EU's Mediterranean strategy. In the light of the discovery of 58 Chinese nationals in a lorry in Dover, the issues of asylum controls, monitoring refugee movements and combating organised crime were revisited. The situation of Austria also remains a source of concern and the search for a solution continues. Nicole Fontaine, President of the EP, underlined Parliament's hope that the Charter of Fundamental Rights should be included in the Treaty and therefore become legally binding. However, within the European Council, there were indications that a consensus was emerging that the Charter should remain a simple declaration.
