00:00:27 Soundbite by Janusz Lewandowski, Member of the EC in charge of Budget and Financial Programming, (in ENGLISH): For the agreement which was reach after 16 hours of negotiations at 4:00 am today, equally important as the agreement of the first budget for the next financial perspective is solving the last outstanding issue of 2013. That is how to finance compensations for floods in four countries of the EU, mainly for Germany, Austria, Romania and Czech Republic. The compromise has been reached on how to combine the so-called redeployment with fresh money. This is one of the pre-conditions now to go for the final vote over the next Multiannual Framework in Strasbourg during the plenary session of the European Parliament. 00:01:12

00:01:51 Soundbite by Janusz Lewandowski (in ENGLISH): The final compromise is good when nobody is happy, this is the logic of a compromise, it has never happened to have a final result on the level of expectations of one side. That is normally the EU Parliament which is demanding more in relation to the reading of the Council. But for the first time, we have increases in payments in relation to the Council reading that is making manageable this unusual budget for 2014, but only 8% of the budget that is 10 billion Euros is for prepayments of the new programmes; we are paying out old programs.
