The EC proposed amending the EU emissions trading system (EU ETS) so that aviation emissions would be covered for the part of flights that takes place in European regional airspace. 10:00:16 Soundbite by Connie Hedegaard (in ENGLISH): We have conmen a long way since those opposing EU's ETS scheme for aviation sometimes ago as you remember met in different countries just to say what they didn't like. Now it is decided to establish a global market-based mechanism for aviation; now it is decided that the modalities and the details will have to be agreed by the 2016 ICAO General Assembly and now it is decided that it should start by 2020. 00:00:34

10:00:54 Soundbite by Connie Hedegaard (in ENGLISH): Of course what's next is first to secure the 2016 agreement, to agree on the details. That requires negotiations; I also believe tough negotiations from what I saw happening in Montreal some weeks ago. In the meantime of course Europe must insist on our own sovereign right to regulate also aviation in and over our own European airspace. 00:00:35

10:01:32 Soundbite by Connie Hedegaard (in ENGLISH): The EC today proposes as an interim solution on the world's way to the global market-based mechanism by 2020 to regulate incoming and outgoing flights entering or exiting Europe's regional airspace. In light of ICAO's General Assembly and despite Europe's reservation on the 1% de minimis rule we will respect this as long as we are talking about the time up to 2020. 00:00:33

10:02:11 Soundbite by Connie Hedegaard (in ENGLISH): In line with our position in the international climate talks and the negotiations going on since Durban, this should not set a precedent for the global politics after 2020; but this is our proposal, we really hope that the European Parliament and the European Council will adopt this swiftly as you all know why there are some quite tied deadlines here for many good reasons so that is really an invitation to both other institutions swiftly to adopt what the college has endorsed today. 00:00:36
