00:00:00 Statement by Dacian Cioloş, Member of the EC in charge of Agriculture and Rural Development, (in FRENCH) that the aim of this conference is to analyse the current situation, generate ideas and review existing instruments and those to be developed. The debate will be structured around two themes: “milk and markets” and “milk and territories”. Experts have produced a detailed presentation of their market studies. At the end of the day, the debate moderators together with the experts and a team from the DG for Agriculture are going to draw up conclusions that Dacian Cioloş has undertaken to present before the Council and the Parliament for November 2013. Based on this report and the reactions that these conclusions will have given rise to among the legislators of both institutions, the Commissioner intends to prepare a report which he will submit to the Commission in 2014. The EC intends to clarify the market management tools that exist in the reformed CAP, to analyse the possibility of creating a market observatory base for the dairy sector. The purpose of this observatory would be to provide regular information about the development of production and consumption in the milk market. As a result, it would be possible to anticipate crisis situations and inform the sector, which could react using the instruments made available to it. 00:06:01
