On 24 Huly 2013, José Manuel Barroso, President of the EC, Antonio Tajani, Vice-President of the EC in charge of Industry and Entrepreneurship, and Michel Barnier, Member of the EC in charge of Internal Market and Services, gave a joint press conference on the communication "Towards a more competitive and efficient defence and security sector". A more influential Europe needs a strong and active common foreign and security policy, which in turn demands a more competitive and efficient defence and security sector. The successive waves of cuts in defence budgets and the persisting fragmentation of defence markets in Europe threatened Europe’s capacity to sustain effective defence capabilities and a competitive defence industry. This also jeopardised Europe’s capacity to meet the new security challenges in an autonomous and effective way. This was why the EC presented a Communication which contained an Action Plan to enhance the efficiency and competitiveness of Europe’s defence and security sector.

We need it mainly for three reasons. Firstly, because this is essential to reinforce our foreign policy and the European Union's role in the world. We need to be able to back up our positions of principle with security and civilian mission that can help stabilise the situation in crisis areas around the world. We also need critical expertise and autonomy in key capability areas. Secondly, because in times of economic constraints we need to make a better use of public money. Let me just highlight very briefly the main features: further deepening the internal market on defence by tackling market distortions and improving security of supply; strengthening the competitiveness of Europe's technological and industrial base by promoting hybrid standards and industrial clusters; and exploiting synergies between civil and defence sector in research area by developing more dual-use products and capabilities. I am therefore pleased that the European Council has decided to raise this issue of defence to the top of the European political agenda and asked the European Commission and the High Representative to present concrete proposals to support Member States to improve the competitiveness of defence industry and strengthen the internal market. 00:00:51

There are also new threats: terrorism, cyber security, natural or industrial disaster, transnational organised crime. These are the major changes they are going to face in term of defence strategy and new American priority of course. American are telling them that they remain their allies and they know that, but at the same time, they need to take more responsibility for their own issues and then, of course budget austerity which is a cross cutting issue. For example during the war in Bosnia, EU armed cars were not able to cooperate with each other because the computer system were not linked up with each other.
