On 13 May 2013, José Manuel Barroso, President of the EC, met Brussels with Werner Hoyer, President of the European Investment Bank (EIB), to discuss the bank's financing capacity to underpinning the investments needed to boost growth and job creation in the European Union. The European Commission and the EIB considers that restoring growth and competitiveness in Europe through fiscal consolidation and structural reforms could be complemented by support for economically sound investments in areas identified by the Europe 2020 Strategy, in particular through support to small and medium sized enterprises and key infrastructure projects. The European Commission, the EIB and the European Central Bank are looking at creating a market for securities backed by loans to businesses, a move that could ease lending conditions for smaller firms.
