On 19 March, Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the EC, and Espen Barth Eide, Norwegian Minister for Foreign Affairs, held a press point ahead of the Ad Hoc Liaison Committee (AHLC) - donor coordination group for the Palestinian people meeting. The meeting focused on ways to address the deepening financial crisis of the Occupied Palestinian Territory, including strengthening its fiscal sustainability, improving the regularity and predictability of financial resources provided to the Occupied Palestinian Territory, increasing private sector-led growth, promoting access and movement throughout the Palestinian territory, facilitating Palestinian exports and improving the situation in the Gaza Strip. Developments since the last meeting in September 2012 in New York were assessed based on reports from the parties, the UN, the World Bank, the IMF and the Office of the Quartet Representative.

10:00:16 Soundbite by Catherine Ashton (in ENGLISH): Money is needed to continue building sustainable institutions, and the building of these institutions has been recognised, by this forum and beyond, as a success, because it lays the groundwork that is necessary for the Palestinian state. The European Union has been and will continue to be instrumental in the state building efforts, supporting the Palestinian Authority. Just this morning I signed, together with Prime Minister Fayyad, financing agreement on Area C, and we have also announced the formal adoption of the new European Union-Palestinian Authority Action Plan. In the current year the European Union will maintain the same level of assistance as in 2012, that is 300 EUR mln. 00:00:52

10:01:14 Soundbite by Catherine Ashton (in ENGLISH): We have stepped up the our diplomatic efforts engaging closely with the United States, with United Nations, with the Arab League - we recognise importance of Arab states politically and financially. And as always we recognise the legitimate security concerns of Israel. We believe that democratic and peaceful Palestine will provide this stability and security, especially in the current context of regional transformation. 00:00:28

10:01:48 Soundbite by Espen Barth Eide (in ENGLISH): But the Palestinian Authority now faces fundamental challenges. Israeli restrictions on Palestinian economic activities have not been lifted to allow the Palestinian to build a sustainable economy. The occupation remains the main obstacle to progress. The Palestinian Authority on its side is expected to show discipline in their spending and to continue its efforts towards reforms. I will at this meeting call on the fellow donors to show their commitment to a two States solution by maintaining the level of support and to prepare for the economic independence of the Palestinian people. 00:00:45
