00:05:35 Soundbite by Herman van Rompuy (in ENGLISH): We need to find mechanisms to help reduce social divergences in our Union. The EU 2020 Strategy remains our core strategy. Its indicators for poverty, employment rate and early school leavers remain very important. But perhaps we could go further, in the euro zone, with the development of indicators that would help us to take better into account the social dimension of economic choices and reforms. 00:00:25
00:06:00 General view of the press conference 00:00:05
00:06:05 Soundbite by José Manuel Barroso (in ENGLISH): The economic and social situation in Europe remains very challenging. That is why the priorities the Commission identified in the previous year's Annual Growth Survey remain highly relevant and have been confirmed in our 2013 Annual Growth Survey, which I expect the European Council will endorse. Indeed, we have to concentrate on pursuing differentiated, growth-friendly consolidation, restoring normal lending to the economy, promoting growth and competitiveness for today and tomorrow, tackling unemployment and the social consequences of the crisis, and modernising public administration. 00:00:41

00:06:51 Soundbite by Enda Kenny (in ENGLISH): No European Leader can be happy about the situation that 26 million people are unemployed in this Union that we represent and are responsible for. No European Leader can be happy with that situation. As Presidency, Ireland will work very hard with the Parliament, the Commission and the Council to effect change in that. We need to be creative; we need to be effective in the using of our resources to make the maximum difference. 00:00:38
00:07:29 Soundbite by Markus Beyrer (in ENGLISH) saying that there are signs of improvement but they also have to see that financial markets can still swing back if there is doubt about their ability to pursue the necessary reforms. 00:00:19
00:07:48 Cutaway of the audience 00:00:06
00:07:54 Soundbite by Bernadette Ségol (in ENGLISH): We certainly are more than doubtful that growth is going to come from insufficient short period of time to cool down not the markets but the people and give them employment. Unemployment is up, and up, and up every month. When is growth going to come, what are we going to do get it. We believe that we need investments and we know that investment can be made if there is a political will to do so, and if there is some acceptance that the return public deficit level can be postponed for a while. 00:00:51

00:09:00 Title 00:00:05
00:09:05 Arrival of Mario Monti, Italian Prime Minister and soundbite (in ITALIAN) saying that today it is the time to insist on intervention of the Growth Pact which was approved by the European Council in June 2012 upon Italian insistence. There is no bigger wish in the present and future than investment. They have new European rules concerning fiscal discipline. He hopes Italy will be listened to as a country today and also in the future because they are a country which has showed an extraordinary trust in Europe. They managed to find an equilibrium in their public finances, which was worrying so much Italians, Europeans and the whole world, and they have put a solid base with so many structural reforms to achieve further growth (4 shots) 00:01:19
00:10:24 Arrival of Viktor Orbán, Hungarian Prime Minister (3 shots) 00:00:17
00:10:41 Arrival of Mark Rutte, Dutch Prime Minister and soundbite (in DUTCH) saying that this is not a "crisis" summit , this is a summit to discuss how they can grow more, how they can better support the young people. 00:11:10 Arrival of Herman van Rompuy (4 shots) 00:00:21
00:11:31 Arrival of Joseph Muscat, Maltese Prime Minister and soundbite (in ENGLISH) saying that it is about common sense, namely good governance and public finances. But the only way to assure that is through growth and that is the attitude of his government (5 shots) 00:00:31

00:13:38 Mario Monti 00:00:06
00:13:43 Arrival of Jean-Claude Juncker, Luxembourgish Prime Minister and soundbite (in FRENCH) saying that he would not exclude that they run the risk of seeing a social revolution. They need to better explain their policy and develop the simple idea of fighting the deficit of the public debt, they run a risk, but it is also true that while growth prospects have not improved and unemployment continues, they have a big problem (4 shots) 00:00:44
00:14:28 Arrival of Angela Merkel, German Federal Chancellor and soundbite (in GERMAN) saying that they are preparing for a European Summit with which the European Semester is starting. They will discuss general conditions for public budgets, growth and unemployment. Their focus must be the fight against youth unemployment. They adopted a growth pact last year, this must be brought alive. The money must be brought to the people so that young people have jobs and they become more competitive (7 shots) 00:01:04
00:15:32 Arrival of Pedro Passos Coelho, Portuguese Prime Minister (5 shots) 00:00:25
00:15:57 Arrival of Martin Schulz, President of the EP and soundbite (in GERMAN) saying that he will talk on behalf of the MEPs. They are waiting for Commission evaluation, and then they can see whether there will be an Article 7 process (6 shots) 00:01:03
00:17:00 Arrival of Enda Kenny and soundbite (in ENGLISH) saying that they have to promote stability, growth and jobs. Evidence is beginning to show that it's possible in Ireland. They lost 250.000 jobs three years ago, they have already recreated 80.000 new jobs in the last 18 months. No European leader can be happy with the current situation where 26 million people are unemployed (4 shots) 00:01:11

00:18:49 Arrival of François Hollande, President of the French Republic and soundbite (in FRENCH) saying that on Syria, they consider that arms are delivered to Assad. They want to lift the EU arms embargo, not to go for the total war. They need to be ready to put pressure. He will discuss this with his European colleagues. 00:20:11 Arrival of Antonis Samaras, Greek Prime Minister and soundbite (in ENGLISH) saying that Europe turns its focus on growth which is the biggest European problem at the moment as it creates unemployment and especially youth unemployment. In Greece, they suffer from the highest unemployment rates. This is why today's meeting is important (2 shots) 00:00:53
00:21:04 Arrival of Mariano Rajoy, Spanish Prime Minister (5 shots) 00:00:22

00:22:10 Arrival of Elio Di Rupo, Belgian Prime Minister and soundbite (in FRENCH) on the vote on the EU budget in the Belgian Parliament, saying that he said that while for Belgium it was satisfactory but not for Europe. What they asked to Europe is to solve problems such as unemployment, they have 26 million unemployed and it's normal that they ask the EU to lead a policy that brings more growth. To gain trust they need to offer a perspective to citizens and the EU has a big role to play, as much as individual Member States so he hopes they can move forward on this line (4 shots) 00:00:49

00:31:26 Soundbite by Herman van Rompuy (in ENGLISH): This morning we also discussed the dramatic situation in Syria. We reaffirmed the European Union’s full engagement in international efforts to bring an end to the intolerable violence. The question of the arms embargo was raised by some members of the European Council. We agreed to task our foreign ministers to assess the situation as a matter of priority already at their informal meeting next week in Dublin, and to develop common positions. 00:00:41

00:32:12 Soundbite by José Manuel Barroso (in ENGLISH): Since January 2012 the Commission has been working with action teams in the eight Member States with the highest levels of youth unemployment. Together we have targeted EU financing to support job opportunities for young people and help SMEs get access to finance. The results have been positive. By the start of this year around 16 billion euro of EU funding had been mobilised – double the amount we first expected. Nearly 800 000 young people and 55 000 SMEs are set to benefit. This is of course still work in progress. 00:00:38

00:32:56 Soundbite by José Manuel Barroso (in ENGLISH): It is particularly important that we restate our commitment to a strong multilateral trading system. We should be clear that the bilateral initiatives we are pursuing are fully compatible and complementary to the WTO and can indeed be an incentive for resuming multilateral talks. And since there is not a prospect of a global agreement - the so-called Doha Trade and Development Talks -, at least we believe that in the Ministerial Conference in Bali at the end of this year, we should have an agreement on trade facilitation. 00:00:32

00:33:34 Soundbite by Herman van Rompuy (in ENGLISH): On budgetary matters, in fact, the most important decisions on new rules have been taken. The main challenge is now implementation. On banking policy, we made enormous progress last June and December and particularly with the decision on Single Supervisory Mechanism for all banks in the Euro zone. We must keep the pace to launch a single resolution mechanism. 00:00:27
