On 29 January 2013, Cecilia Malmström, Member of the EC in charge of Home Affairs, spoke at the closing session of the High Level Conference “Empowering local actors to counter violent extremism”. The conference was based on the work of experts and practitioners from the European Radicalisation Awareness Network (RAN) inaugurated in 2011 by Cecilia Malmström. Amongst the measures proposed were the training of local police forces in how to detect signs of radicalisation towards violent extremism and the implementation of de-radicalisation or exit programmes for the members of extremist groups. By bringing together actors on the ground, ministers, academic representatives and local authorities around the same table, the conference aimed to mark a new phase in the fight against extremism in the Union.
