The Heads of State or Government of the European Union gathered in Brussels on 22 and 23 November 2012 for an extraordinary meeting of the European Council on the Multiannual Financial Framework (MFF) 2014-2020. Negotiations on the new budget were very tough, against the backdrop of economic crisis and high tensions between the Member States who wanted to reduce EU spending and the others in favour of the European Commission's proposal. Ahead of the European Council, Herman van Rompuy, President of the European Council, and José Manuel Barroso, President of the EC, had held bilateral meetings with several Member States to reach a compromise. The European Council meeting ended up without agreement. The Heads of State or Government decided to reconvene early in January 2013 to find an agreement.
