Type: Best-of   Référence: I074993   Durée: 39:42  Lieu: Brussels - Council/Justus Lipsius
On 18 and 19 October 2012, the EU Heads of State or Government gathered in Brussels for a European Council which was dedicated to economic policy, growth and jobs.Ahead of this meeting, the Tripartite Social Summit brought together European institutions, employers’ and workers’ representatives to discuss how to boost growth and create quality jobs. The European Council reiterated its firm commitment to take resolute action to address financial market tensions, restore confidence and stimulate growth and jobs. It closely reviewed the implementation of the Compact for Growth and Jobs. It welcomed progress made so far but also called for swift, determined and result-oriented action to ensure its full and rapid implementation. Further to the presentation of the interim report on Economic and Monetary Union (EMU), the European Council called for work to proceed on the proposals on the Single Supervisory Mechanism as a matter of priority with the objective of agreeing on the legislative framework by 1 January 2013 and agreed on a number of orientations to that end. It also took note of issues relating to the integrated budgetary and economic policy frameworks and democratic legitimacy and accountability which should be further explored. It agreed that the process towards deeper economic and monetary union should build on the EU's institutional and legal framework and be characterised by openness and transparency towards non-euro area Member States and respect for the integrity of the Single Market. It looked forward to a specific and time-bound roadmap to be presented at its December 2012 meeting, so that it can move ahead on all essential building blocks on which a genuine EMU should be based. The European Council also discussed relations with the EU's strategic partners and adopted conclusions on Syria, Iran and Mali.

00:06:12 SOUNDBITE by Herman van Rompuy (in ENGLISH) saying that one of the ideas is to promote structural reforms through arrangements of a contractual nature on structural reforms to promote growth and jobs; they will discuss orientations for final conclusions on the EMU report, which he will submit to the European Council in December; in the meanwhile, they will discuss in November the Multiannual Financial Framework at the European Council; a growth-oriented EU budget is needed. 00:06:46 SOUNDBITE by José Manuel Barroso (in ENGLISH) saying that, very frankly, he is not happy with the progress made so far; that's why he calls on the European Council to accelerate the adoption and implementation of many important growth-enhancing measures included in the Growth and Jobs Compact; it is true that they have been making more efforts in terms of fiscal consolidation than on the measures for growth that were already agreed at the European Council level; it is necessary to balance the important efforts made in terms of sound public finances with the right measures to have growth enhancing policies. 00:00:41

00:07:32 SOUNDBITE by Demetris Christofias (in GREEK) saying that they had a particularly constructive atmosphere in their meeting; they had the opportunity to exchange points of view with the social partners on how to boost growth; the objective is to create quality jobs and to have a speedy implementation of the Growth and Jobs Compact; they had a discussion with the social partners on the decisive contribution that they can make to achieve a recovery in the EU economy as soon as possible and to come back to this much debated need for growth. 00:00:43
00:08:15 Cutaway of the audience 00:00:03
00:08:17 SOUNDBITE by Philippe de Buck (in ENGLISH) saying that their last message was that the growth will come from the private sector, large, small and medium-sized companies; if the frameworks are rights, if the policies are rights, companies are prepared to invest for more size and that is important to notice; it is a question of confidence. 00:00:25

00:08:46 SOUNDBITE by Ignacio Fernández Toxo (in SPANISH) saying that in 2012, Europe went back into recession; some Member States into greater recession than others; and about a million more jobs were lost; so this is untenable, the austerity policy focussing only on adjustment and reform measures is not acceptable; in Spain at least this austerity policy has been suicidal in economic terms and very unfair given the burden on our societies. 00:00:43
00:09:30 General view of press conference 00:00:05
00:09:34 SOUNDBITE by José Manuel Barroso (in ENGLISH) saying that the European Commission stands ready to act in case there is a request but, as the President of the Council said, it is completely up to the Spanish authorities to take this decision. 00:00:11
