On 22/10/2009, the European Commission will adopt a Communication on the Action Programme for Reducing Administrative Burdens in the EU. To illustrate this Communication, the EC Audiovisual Service is producing an Info-clip which will include the following footage: - Statement (in English) by Günter Verheugen, Vice-President of the EC in charge of Enterprise and Industry, on taking stock of the "cutting red tape" measures adopted since April 2006; - Interview (in French) by a Belgian entrepreneur faced with heavy administrative burdens and welcoming new measures that would encourage online VAT invoices and simpler accounting rules for small companies; - Various images illustrating the activities of micro-enterprises (web agency, construction company, bakery, chocolate factory, stylist) in and around Brussels.

Only the original language version is authentic and it prevails in the event of its differing from the translated versions.

00:00:24 Soundbite by Günter Verheugen, Vice-President of the EC in charge of Enterprise and Industry, (in ENGLISH): at large, it is a great success story; we have started the programme of reduction of administrative burden for European companies only in 2006 and when I announced that I believed it is possible to achieve a 25% reduction by 2012, nobody believed it; now, we have already more proposals on the table than we would need to achieve the 25% target. 00:00:27

00:04:21 Soundbite by Emmanuel Nudel, Belgian entrepreneur, CEO of ArtWhere (web agency), (in FRENCH): we would have since long passed to an invoicing system online if the current systems weren't out of reach for small businesses like ours; today, if you want to do online invoicing, it is relatively expensive and also requires clients to be equipped with the same system; this is the case of perhaps 5% in our clients' businesses. 00:00:27
