The Informal Ghent European Council has not adopted formal conclusions. On the repercussions of the 11/09/01 attacks on the economy of the EU, the Heads of State and Government would have gone further than the extraordinary Summit of 21/09/01 and would have "made an account". On the absence of the Foreign Ministers (apart from Louis Michel, President of the General Affairs Council), the Heads of State and Government discussed the most pressing current events - the fighting against terrorism, the situation in Afghanistan and the economic consequences - during the afternoon. Guy Verhofstadt, Belgian Prime Minister and President-in-office of the Council invited Didier Reynders, Belgian Minister of Economy, Wim Duisenberg, President of the ECB, and Pedro Solbes, Member of the EC responsible for the Economic and Monetary Affairs, to introduce a report on the preparations before releasing Euro notes and Euro coins into circulation. This report gave the Heads of State and Government the opportunity to debate the consequences of the 11/09/01as far as the economy is concerned. The Laeken Declaration has been discussed among the Heads the State and Government in view of the next Summit on the 15/12/01.
